The Department of Resource Management is the central business office for the College of Engineering.
POSITION SUMMARY:
This is a professional position providing financial analysis and projections, budget management, and fiscal/grant resource management within the College of Engineering. The Fiscal & Business Analyst is responsible for recommending, developing, and/or implementing accounting and financial control policies at the department level. Prepares financial reports, statements, and spreadsheets to consolidate financial/grant activities. Manages all accounts such as E&G, grant, USF Foundation, Research Foundation, Rebate Accounts, Auxiliary Accounts and resolves any discrepancies. A Fiscal & Business Analyst for the college of Engineering acts as a primary contact between faculty researchers and research financial management of the development, review and subsequent administration of grants and contracts. This position researches grant sources and informs faculty in assigned department(s) within the College of Engineering of potential research opportunities, and oversees all grant close-outs post award duties as assigned, in addition to other departmental financial
support.
RESPONSIBILITIES:
Manages grants. Assures that expenditures meet grant guidelines and time frames. Creates exception reports and assists Principal Investigator(s) with budgeting and final reporting for grants. Monitors spending to ensure no overspending takes place. Interprets financial regulations and policies. Assists PIs with the preparation of grant required documents (No Cost Extensions, Grant Budget Releases, Grant Underwrites.)
Advises PIs concerning purchasing, payroll, and travel procedures as it pertains to their grants, overhead, and foundation accounts. Approves charges to funding sources and determines the most economical and expeditious for, of procurement. Initiates budget transfer requests when needed and collaborates with SF agencies to ensure accurate and timely flow of documents.
Cross-checks payroll certifications and expenditures against internal log to ensure accuracy. Submits payroll expenditure transfers when necessary. Maintains Personnel Effort Reporting Tool (PERT) and resolve differences with Research Financial Management (RFM). Reconciles P-Card queue. Reconciles various accounts with college and university systems.
Makes daily personal contact with college faculty, staff and students. Interacts frequently with various university agencies (Purchasing, HR, Finance & Accounting, DSR, RFM, UCO, and Travel.)
Responds to faculty questions during proposal preparation and provides university policy and regulatory information to faculty and students. Performs other duties assigned.
POSITION QUALIFICATIONS:
Minimum Qualifications:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and two years of fiscal related work experience; or a Bachelor's degree in no specific required field and three years of fiscal related work experience; or six years fiscal related work experience.
Preferred Qualifications:
Three or more years of experience with grant development/sponsored research administration in a university or research setting. Experience giving presentations and working with faculty on a daily basis. Familiarity with Fastlane and grants.gov.
SPECIAL SKILLS
Expertise in the use of all tools in the Microsoft Office suite and able to compile and statistically analyze data.
