Position Summary
The Preconstruction Services (PCS) Manager’s role is to manage the Estimating, Purchasing and Engineering Departments by mentoring and developing the staff, overall leadership, management, direction, and execution of the region’s estimating, purchasing and engineering departments, working closely with the sales and operations departments to secure, purchase and engineer projects. The PCS Manager is responsible for bid strategy, accuracy, vendor/subcontractor selections and closeout of cost estimates, budgets, and value engineering, assessing risks, strategizing for cost effective buy-outs and improved shop drawings, while maintaining a schedule and budget.
Duties & Responsibilities - Estimating
• Expertise in Private, Public, Design Build, and Negotiated Delivery Methods consisting of Divisions, 5,6,8,9,10,11,12,13
• Review all bid documents, specifications and plans, bid forms, alternates, and addendums
• Responsible for training and supervising estimating department
• Review timecards for Estimators & Senior Estimators
• Coordinate and approve department Paid Time Off (PTO) requests
• Review and approve department expense reports
• Review and provide input on fiscal budgeting for estimating department
• Prepare annual Performance Evaluations and Individual Development Plan’s
• Recommend to upper management employee hiring, termination, and promotion
• Coordinate and provide job distribution to in-house estimators
• Maintain estimating/bid schedule and staff meetings
• Review all estimates, maintain corporate uniform estimating procedures, scope requirements and accurate and complete quantity surveys
• Work with estimator, sales and operations team to develop bidding and pricing strategies
• Send out proper and timely request for outsource, vendor, and subcontractor pricing as required. Review all quotations
• Review of all Final Estimate packages with teams before released
• Maintain and update Bid List & Vendor List
• Track bid results and estimating costs
• May perform other duties as required and directed
Duties & Responsibilities – Purchasing & Engineering
• Manage schedules, workloads, and project assignments for Purchasing Agents and Engineers.  Meet weekly with both teams to distribute new projects, discuss department changes or procedures, and problem solve any issues on projects in progress.
• Preview all new work with Sales and Estimating in preparation for the Order Entry Debriefing Meeting to ensure Purchasing will have all the required information to be successful and efficient.
• Attend all Order Entry Debriefings and set priorities, select vendors, and provide direction to the Purchasing and Engineering Team.
• Attend all Purchasing/Operations update team meetings to access risks and opportunities.
• Develop and maintain vendor relations.
• Resolve Purchasing Agent issues with vendors and negotiate best terms for ISEC.
• Monitor vendor workloads, products, and capabilities to ensure proper vendor matches to projects.
• Monitor outsource engineer workloads and capabilities to ensure proper engineer matches to projects.
• Ensure all outsource procedures are followed by the Purchasing Agents.
• Obtain projects from other Departments or Divisions to fill voids during slow times and seek help during the busy times.
• Cross train Project Engineers and/or Estimators in the purchasing process.
• Recruit and hire new talent.
• Determine all risks and opportunities on projects in process for the quarterly Division Reviews.
• Run jobcosts on projects in the field to determine if there are any overruns.  Research for potential improvements to the purchasing or engineering functions.
• Search for local sources of products, manufacturing, or services.

Preferred Qualifications (in addition to minimum qualifications)
Education/Experience
• Bachelor’s degree in Construction Management or equivalent
• Three years of supervisory experience
Knowledge/Skills
• Experience with estimating divisions 5,6,8,9,10,11,12,13
• Use of estimating software
• Track record of success
• Strong leadership and interpersonal skills
Minimum Qualifications
Education/Experience
• High School diploma or equivalent and
• At least 8 years experience in estimating in the construction industry
Knowledge/Skills
• Strong written and verbal communication skills
• Strong organizational, time management, and problem-solving skills
• Strong computer skills and Microsoft Office skills.
