ORGANIZATIONAL SUMMARY:
Parking and Transportation Services, a division the University of South Florida's Administrative Services, is responsible for the overall management of the Bull Runner Transit System and parking facilities and services. We are committed to providing guidance and assistance to the USF community and our guests with all their parking and transportation needs in a professional and courteous manner.
POSITION SUMMARY:
Reporting to the Director of Parking and Transportation Services this position is responsible for managing all specialized software systems and hardware systems utilized by Parking and Transportation Services (PATS).  This position supervises staff and temporary employees, evaluates department needs and requirements to maintain software and hardware. Manages data and reporting for PATS, as well as research, analyze and implement new technology to improve services.
RESPONSIBILITIES:
Responsible for the overall management of specialized hardware and software systems utilized by Parking and Transportation Services (PATS). Ensures all appropriate PATS rules and policies related to information systems are adhered to, recommends and drafts new policies and procedures as required. Provides technical direction/support/advice regarding the development and maintenance of new and existing systems. Analyzes appropriate hardware and software solutions for the department. Serves as the primary liaison to University IT and software/hardware vendors.
Supervises staff and temporary employees by coordinating work load, special projects, and schedules. This includes hiring, termination, employee evaluations and development of goals and objectives.
Oversees the extraction, analysis, and sharing of data from relational databases. Manages the development of appropriate reports to meet the information and communication requirements of the division.  Develops reporting and web solutions applying knowledge of software functionality.  Oversees the development of queries and reports from enterprise-wide systems and/or proprietary and specialized data systems using SQL, MS Access, Crystal Reports, or other appropriate software.  Ensures regular daily, weekly, monthly, quarterly, and annual reporting requirements are fulfilled.
Oversees and monitors data security and data integrity through regular audits and tests.
Provides oversight of desktop support services for the division. Serves as a principal point of expertise on the use of technology and applications. Advises users on the functionality and capabilities of specific applications. Provides or coordinates internal training on software to end users.
Acts as the main point of contact for the department's website.  Provides technical support and oversight for updating and maintaining the department's web pages through the use of appropriate content development programming tools.  Provides oversight in the development of web content, creating new web pages, editing existing web pages, and reviewing changes.
Pursues, establishes and manages business partnerships and vendor relationships for goods and services.  Performs contract negotiations, contract renewals, purchase order creation, and invoice payment approvals.
POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's degree in Computer Science, MIS or other field involving software and analytical training, and four years of IT related work experience, OR a Bachelor's degree with no specific required field and five years of IT related work experience, OR a Master's degree and three years of IT related work experience, OR a combination of eight years of IT related work experience and validated training. Preparation for a relevant IT certification is considered to be related training.
PREFERRED:
Experience with T2 Flex parking management software
Experience with License Plate Recognition software and hardware
Experience with multi-space pay stations, single space meters and associated software
Experience with parking guidance systems
Experience with EV meters and associated software
Experience managing projects
At least 3 years of experience as a manager or supervisor in a similar setting
SPECIAL SKILLS/TRAINING:
Excellent written and verbal communication skills
Excellent analytical, organizational and customer service skills
