Job Description: Leidos is seeking a Portfolio Manager (PM), who will be responsible for the program execution and growth leadership of the Enterprise and Cyber Solutions Army and COCOM programs.  Success in this role is dependent on a combination of program management and strategic planning expertise in various enterprise information technologies. As the PM, you will also require strong program management skills, the ability to manage multiple priorities, and strong people management skills in a constantly changing and highly technical environment.
You will have oversight and program execution responsibility for a portfolio of programs in the Army and Mission Partners Division in the Enterprise and Cyber Operations (E&CS). To be succeed in this role, you must have a background in successfully collaborating with multiple Federal agencies and with a variety of customers and customer stakeholders. You must provide leadership to invigorate innovation and learning within their team. You must also be willing to drive excellent program execution and growth within the portfolio. You will be responsible for meeting or exceeding customer expectations and will be responsible for meeting all portfolio goals and objectives. As the PM, you will also be responsible for growing the COCOM business. This includes conducting customer calls to identify growth opportunities and to inform customers on Leidos capabilities. You will work closely with internal business development and capture teams to develop strategies and solutions to capture COCOM work. As the PM, you are also expected to leverage industry knowledge and contacts to drive growth.
Primary Responsibilities
• Drive growth in the COCOM business through customer and partner engagements
• Work closely with business development and capture teams to execute call plans and shape customer requirements
• Contribute to successful proposals via execution of win strategies
• Drive delivery of all contractual requirements within cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.
• Develop and plan on-contract-growth within existing programs
• Direct the work of employees assigned to the programs.
• Oversee management of subcontractors & suppliers to meet program objectives.
• Adhere to all internal processes, policies, and applicable industry standards.
• Conduct thorough risk & opportunity management practices including identification, mitigation and realization.
• Lead by example with professional, collaborative, and ethical conduct.
• Develop and cultivate opportunities for career growth and development to ensure the success of the program.
• Oversee multiple project teams, ensuring program goals are reached
• Work closely with project sponsor, cross-functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives
• Manage program and project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives
• Identify key requirements needed from cross-functional teams and external vendors
• Develop and manage budget for projects and be accountable for delivering against established business goals/objectives
• Work with other program managers to identify risks and opportunities across multiple projects within the portfolio
• Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholder
Basic Qualifications
• Bachelor's degree and 14+ years of a combination of portfolio management and business development experience .
• Candidate must have experience developing business within COCOMS
• Experience providing leadership in financial management, performance management, business management, process management and change management
• Excellent communication skills, both written and oral, and experience presenting briefings to senior customer management, customer stakeholders, and company management.
• Proven ability to effectively manage multiple team members in a highly technical and intense operating environment including cultivating opportunities for advancement and holding individuals accountable for performance and consistent service delivery.
• Must be a US Citizen with the ability to obtain a Top Secret clearance.
Preferred Qualifications
• Extensive knowledge of and experience in the COCOM business
• Experience in Enterprise IT and the ability to articulate technical solutions
• Experience executing large, complex IT programs
• Experience managing military mission-essential IT programs
• Experience in managing international IT programs
• Experience managing diverse teams to include managing geographically distributed teams
• Understanding of core current cybersecurity technologies as well as emerging capabilities.
