POSITION CONCEPT
The Director - Origination and Trading is responsible for directing all fuel-related activities associated with procurement and delivery of all energy commodities for Tampa Electric’s generation fleet.  This position is responsible for the planning, strategy, origination, trading, logistics, analysis, compliance and regulatory oversight of natural gas, coal, oil, byproducts, power and associated delivery.  This position is also responsible for the asset optimization mechanism and for any regulatorily approved financial hedging programs.
PRIMARY DUTIES AND RESPONSIBILITIES
• Develops and executes the strategies for the cost-effective and reliable supply and delivery of all fuel commodities needed by Tampa Electric’s generation fleet.  Contracts for pipeline capacity, storage capacity, fuel commodities, rail transportation, water borne transportation and associated additives and byproducts to assure sufficient resources to support current and future generation needs. (30%)
• Develops and oversees the natural gas and power trading areas including staffing and development of personnel, strategy, trade execution, logistics, analysis and optimization of fuel-related assets.  Works closely with Unit Commitment and Resource Planning to optimize the portfolio across short- and long-term planning functions.   (30%)
• Oversee the regulatory activities associated with the Fuel Cost Recovery Clause including fuel price forecasting, fuel projection and purchased power witnesses, responding to fuel-related discovery, fuel variance analysis and identifying and communicating fuel-related issues and risk.  Assist with the development, approval, implementation, and execution of any approved financial hedging plan. (20%)
• Manage legal resources assigned to assist with the completion and negotiation of contracts, consulting arrangements, etc.  Negotiate and approve final agreements related to fuel procurement and wholesale marketing and natural gas activities up to authorized approval limits.  Assure compliance with all legal and regulatory guidelines, policies, and requirements. (10%)
• Oversee and manage involvement in audits by governmental agencies and company’s internal and external auditors related to primary duties and responsibilities.  Develop and manage department budget.  Assure emergency preparedness for all trading activities.  Support corporate training, safety, inclusion and diversity and all other initiatives. (10%)

Manager, Wholesale Business Development

RELATIONSHIPS
Key Internal: Regular and frequent contact with the senior management of the company and other technical and professional staff within the company.
Key External: Maintain business relationships with all current and potential fuel suppliers, marketers, storage operators, pipelines, byproduct off-takers and transportation providers; and other utilities, power marketers inside and outside of Florida and transmission providers.  Regular contact with banks, industry consultants, vendors, and regulatory bodies.
QUALIFICATIONS
Education
Required: A bachelor’s degree from an accredited university in the field of business, engineering, economics, finance, science, math or similar technical field.
Preferred: An advanced degree.
Related Experience
Required: Minimum of ten years of work experience directly related to the Duties & Responsibilities of this position is required including 4 years of leadership experience.
Preferred: Experience in both gas and an electric utility service is beneficial, particularly experience in the negotiation, contracting and logistics of fuel supply and fuel delivery.
Knowledge/Skills/Abilities (KSA)
Required: Requires strong leadership, execution and organizational skills. Thorough knowledge of fuel and wholesale power procurement, trading, analysis and logistics.
Preferred: An understanding of the interrelation between operational functions and
business performance is highly desirable.
