Description
The Career Development Office is an agency of the Labor Cabinet. The Office of Unemployment Insurance and the Career Development Office assist Kentuckians who are unemployed or underemployed and actively seeking employment. The offices oversee unemployment insurance benefit payments, provides claim assistance, enforces unemployment insurance tax requirements for employers, audits employer records to ensure compliance, adjudicates disputed claims, conducts hearings for claims that have been appealed and conducts quality control reviews to ensure each area within the office are in compliance with federal and state regulations.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
Key Responsibilities:
• Provides advisory services to unemployment insurance claimants on issues involving disputed claims and provides adjudication on unemployment insurance disputed claims with decision-making authority on eligibility issues.
• Informs applicants, claimants, and employers of their rights, responsibilities, and program services under provisions of the Workforce Innovation and Opportunity Act, Wagner-Peyser Act, unemployment insurance and other workforce programs, laws, and regulations.
• Conducts fact-finding interviews/investigations on disputed unemployment insurance claims.
• Establishes overpayments and provides information for prosecution. Maintains data for weekly reports.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Work experience in workforce programs such as WIA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required college on a year for year basis.

Working Conditions
Work is typically performed in an office setting. Travel is required.
