The Office of Human Resources at The University of Tampa has a position available for a Benefits Manager. Reporting to the Executive Director for Human Resources, the Benefits Manager supports the University by overseeing established benefit and compensation programs.   This position ensures and maintains all federal and state compliance and reporting requirements relative to the University’s ERISA plans (health, dental, FSA, 403(b), Defined Contribution, etc.) and provides superior, high quality customer service to all internal/external constituents; reviews compensation data and benchmark positions; and, in conjunction with the HRIS Business Analyst, under the direction of the Executive Director for Human Resources, manages the annual staff merit raise process.  The Benefits Manager prepares special projects and management reports as directed and is part of a team that is committed to the highest level of professional standards in the delivery of HR services to the University community.  All members of the team assist each other in the delivery of HR services.
Responsibilities
1. Manage and administer the University’s employee group health care plans (medical and dental), including student insurance, by being knowledgeable of the various components and changing scope of health care plans, serving as the University’s contact person for all matters related to health care plans, working with the third party administrator and employee benefits consultants in the design of benefits offered under such plans, serving as liaison with the third party administrator and the contracted health care provider, assisting employees with health care plan issues, representing the University’s position on health care matters, resolving health care matters in the University’s and its employees’ best interests, participating in the University’s health care consortium, recommending changes in the health care plan design, keeping the Executive Director informed on all matters relating to the employee group health care plans, serving as the HIPAA Privacy Officer for the health care plans, and making presentations to Faculty and Staff and other groups as requested.
2. Premium payment processing.  Responsible for maintaining various records such as insurance list, retiree medical list, and other employee listings.  Create annual census data report.  Reconcile life, disability, voluntary benefits, and health insurance billing.  Provide audit deliverables for all plans.
3. Inform the University community on relevant issues regarding the benefits program by writing a variety of communication pieces for distribution to faculty, staff, and retirees, maintain information related to fringe benefits available and accessible to employees on the Human Resources website, serve as a member of the ICUBA HR Advisory Committee, and address various University constituencies on fringe and voluntary benefit topics.
4. Assist in the resolution of benefits-related issues by meeting with concerned parties to discuss and advise as needed and coordinate appropriate fact-finding and investigations to resolve these issues.  Initiate claims for death and disability and notify insurance company of possible long-term disability claims.
5.  Manage the University’s Family & Medical Leave Act (FMLA) program by remaining current on changes in the law governing FMLA, explaining the requirements and benefits of FMLA, and serving as liaison with the FMLA third party administrator, ensuring coordination among various departments affected by the leave, and serving as the communication approval authority for FMLA leave.  Consult with current employees about their leave of absence options including FMLA that deal with the usage of paid vs. unpaid time.
6.  Assist employees who suffer the effects of a disability so they can receive disability insurance benefits by meeting with such employees and explaining the benefits provided under the University’s short and long-term disability insurance plans and serving as liaison with the disability insurance carrier to ensure appropriate handling of the claim.
7.  Manage the University’s Workers’ Compensation program by remaining current on laws affecting workers compensation benefits, explaining the requirements and benefits of the workers’ compensation program, reviewing workers’ compensation cases and providing direction in resolving questions, and ensuring coordination among various departments affected by the employee’s absence from work.
8.  Conduct benefits orientations by guiding benefits-eligible employees through the enrollment process and answering any questions.
9.  Assist employees in preparing for retirement by remaining current on retirement matters and serving as the University’s contact person for the defined contribution plan, informing the Executive Director on retirement matters, coordinating educational seminars for employees, and meeting with each employee considering retirement to answer questions and assist them with filing and follow-up on required retirement process.
10. Manage and administer the Faculty and Staff employee service awards recognition program, work with the gift vendor to ensure quality gift recognition and delivery, identify active faculty and staff employees eligible for recognition, coordinate the selection and ordering of gifts, and coordinate service awards events.
11.  Coordinate annual employee benefits fair.  Manage and schedule employee benefits enrollment and insurance.  Ensure employees are in compliance with eligibility requirements set forth in benefit plan documents.
12.  Prepare statistical studies and reports of various employee benefit program activities as well as provide information for projects and publications by compiling and analyzing data from personnel records, data systems, and benefits reports.
13.  Respond, under the direction of the Executive Director, to a variety of surveys on compensation and benefits issues.
14.  Fulfill all reporting requirements of all relevant government rules and regulations, including but not limited to the Employee Retirement Income Security Act (ERISA) and 5500 filings, required employee notices, benefits reform, reporting and filing.   Keep current with legal developments or government actions which affect compensation and benefits planning.
15.  Manage the configuration and data set-up tables of the Workday HCM benefits section, in relation to how these tables affect employee benefits transactions, are edited and processed throughout the system.  Analyze the flow of employee benefits data and develop internal procedures, guidance, and training.  Identify necessary changes in business processes to ensure efficient and accurate workflow and the best utilization of system capabilities in order to fit the University’s and employee needs.  Work with HR staff to develop and implement improved processes.  Actively participate in the design and testing of HRIS updates, automated processes and reporting tools.  Design testing scripts to adequately test system functionality related to employee benefits and compensation.  Participate in department and system testing to ensure proper functioning of systems.
16.  Represent the Office of Human Resources within the University community by participating and serving in leadership positions as appropriate.  Lead Wellness Committee.  Participate in ad hoc committees related to employee benefits as needed.
17.  Contribute to the overall success of the Office of Human Resources by performing all other duties and responsibilities as assigned.

Qualifications
1. Bachelor's degree or equivalent experience in Human Resources (masters level degree preferred).
2. Five plus (5+) years of progressive experience in human resources benefits administration.
3. Extensive 403(b) and Defined Contribution plan administration experience.
4. Strong quantitative and analytical skills.
5. Solid knowledge of federal, state and ERISA regulatory compliance knowledge.
6. Excellent interpersonal skills.
7. Ability to communicate with employees at all levels of the institution and receive and relay information in a tactful manner.
8. Experience with HRIS systems (experience with Workday is a plus).
9. Proficiency in Microsoft office suite including advanced knowledge of spreadsheet and database applications.
10. Ability to maintain complete confidentiality and act with responsibility in a fast paced, service oriented setting.
11. Good presentation and writing skills.
12. Relevant certification - e.g. PHR, SPHR, CEBS - preferred.
13. Knowledge of or the ability to learn quickly The University of Tampa software programs such as Workday and Microsoft Office.
14. Willingness to embrace new technologies and innovative organizational practices.
