ORGANIZATIONAL SUMMARY:
The College of Public Health (COPH) Human Resources department is a five-person team and is responsible for the coordination and processing of all appointment types (OPS, faculty, adjuncts, staff, students/GA, courtesy /joint, etc.), diversity, payroll, and tuition/scholarship activities for the College. The department is also responsible for the processing of payroll, management of leave through ALT. Proficient in the usage of applicable USF work systems, e.g. Banner, GEMS, ALT, Careers, etc.).
The College of Public Health prepares students, scholars, human service providers, policy makers, and other professionals to improve the quality of life, health, and safety of diverse populations and to promote positive change in individuals, groups, communities, organizations and systems. Through multidisciplinary teaching and research, service, and engagement with community partners, the College focuses on the rigorous development, dissemination/implementation, and analysis of innovative solutions to the complex challenges that affect the behavior and well-being of individuals, families, populations, and communities in which we live.
POSITION SUMMARY:
The Unit HR Coordinator prepares and processes all appointment paperwork for the College of Public Health (COPH).  The position coordinates recruitments, assists with visiting visa requests, assists with college onboarding, and coordinates employee evaluations.  The position assists with paperwork for processing tuition and scholarship payments, prepares bi-weekly payroll distributions and expenditure transfers, and serves as a backup for attendance and leave processes.  The position manages website content and assists with cultural activities and programs for COPH. This position ensures fiscal compliance with all payroll and personnel actions and requires knowledge of USF policies and procedures and the ability to run GEMS queries and reports as needed.
RESPONSIBILITIES:
• Appointment Process:   Coordinate appointments with departments, ensuring funding and approvals.  Support all appointment processing by preparing and processing all paperwork and forms sent to USF Health Human Resources.  Conduct COPH onboarding and exiting of employees.  Coordinate employee evaluation processes and train new department coordinators.  Update data base systems.  Compile information for reports and/or projects.
• Tuition:  Coordinate and process scholarship, tuition waivers and third party payments.  Reconcile payments with student accounts and resolve issues.  Review student financial accounts as needed.
• Recruiting Process:   Assist hiring department with recruitment for new or vacant positions.  Coordinate job descriptions, funding verification and job posting.  Assist search committee with interview and reference check processes.   Guide selected candidate through hiring acceptance process and onboarding with USF.  Assist with all actions related to faculty appointments.  Coordinate campus visits with hiring department.  Assist with the visa application process for foreign national hires.
• Payroll:  Collect and audit time sheets, verify hours, resolve issues and work with departments to ensure accuracy and compliance.  Prepare and enter pay distribution.  Work with COPH fiscal department and Research to maintain accuracy for funding.
• Attendance and Leave:  Communicate USF Leave processes to employees.  Monitor leave entered in GEMS for accuracy and address any discrepancies with the employee and supervisor.  Maintain timesheet and leave records.  Generate leave reports as requested.
• Diversity Programs:  Support Director for Diversity with all assigned tasks.   Assist with cultural awareness and community building activities and programs for the college.  Assist with the development and management of the COPH Diversity Website.
• Other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
• This position requires a Bachelor's degree in an appropriate field and one year of human resources experience. Four years of professional-level experience in any field can substitute for the degree.
PREFERRED:
• At least two years of Human Resources experience in an academic setting.
• Experience working with USF systems, e.g. GEMS, Banner, Career Portal, Share Point, Payroll certification, payroll distributions.
• Experience using MS Office (including Word, Excel and PowerPoint) and internet.
