POSITION OVERVIEW
Reporting to the Financial Planning and Reporting Manager, the Senior Accountant – Financial Planning  will play a key role in assisting with managing capital expenditure cash flows while seeking opportunities to optimize investment returns on available funds.  The ideal person will have intellectual curiosity and the ability build rapport and gain respect and influence easily while also focusing on attention to detail.
POSITION ACCOUNTABILITIES
• Performs monthly Master Plan Reconciliations - Actuals and Commitments
• Summarizes monthly project expenditures by funding source
• Supports preparation of multiple year cash flow projections of all funds of the Authority and makes recommendations regarding length and timing of investments maturities
• Assists in the management & administration of the Authority's debt portfolio to include compliance with all debt covenants and continuing disclosure requirements
• Monitors and reconciles daily cash flows, bank balances, and fund balances
• Initiates first of the month operating and debt service fund transfers
• Supports continued development of internal project Funding Source Application
• Projects cash liquidity needs to ensure that daily disbursements and construction obligations are met
• Performs complex governmental interfund accounting journal entries to reconcile project funds
• Assists with the preparation and review of the official statement and feasibility studies during the course of bond or other debt issues
• Supports development of the Authority’s Annual Financial Report and assists with external auditor requests.
• Ensures compliance with generally accepted accounting principles and maintains knowledge of governmental accounting standards.
• Other responsibilities as necessary and required
MINIMUM QUALIFICATIONS
• A Bachelor's degree from an accredited institution is required. Degree majors in business (finance,, accounting, or other analytical fields of study) are required.
• Must have at least two (2) years of professional experience in aviation or municipal financial analysis, budgeting, treasury or investments.
• Familiarity performing job functions in concert with a major ERP system
• Individuals who have attained advanced degrees in a relevant field of study and/or applicable certifications (MBA, MS Finance, CFA, CPA, CGFO, CFP, CMA, etc.) preferred.
JOB SPECIFIC COMPENTENCIES
• Knowledge of governmental accounting principles, practices, procedures, methods, and theory.
• Knowledge of laws, rules, and policies governing assigned functional accounting area.
• Knowledge of computer operations using accounting and spreadsheet applications.
• Ability to use word processing, spreadsheet, database and related software applications.
• Ability to read, comprehend, and apply job-related rules, policies and procedures.
• Ability to analyze accounting and fiscal data.
