Full Job Description Solid Waste Equipment Operator - ( 210000G3 )
Job Overview
Performs duties in the operation of various types of motorized and/or medium and heavy construction equipment used in the operation of a solid waste facility.
Ideal Candidate
The Hillsborough County Solid Waste Management Division (Gibsonton location) is seeking a Solid Waste Equipment Operator to operate heavy equipment such as front-end loaders, excavators, and skid steers. The ideal candidate will have advanced experience in heavy equipment operation. Preferably, candidate will possess knowledge of solid waste operations. Candidate must have the ability to be exposed to loud sounds in a waste transfer station, handle inordinate smells from trash and exposure to dirt-filled grounds. Candidate will also perform manual labor in outside environment, exposed to heat, sun, high humidity, rain and other adverse weather conditions. Candidate will walk/stand for prolonged periods of time (approximately six (6) hours) per day. The job also requires frequent fine manipulations, repetitive motion, lifting/carrying objects weighing up to 50 pounds, and occasional bending, crawling, climbing and stooping. Candidate must possess a Class A Commercial driver’s license and have the ability to pass a DOT/CDL physical examination annually.
Minimum Qualifications
• Completion of ninth (9th) grade; and
• Three years of experience in the operation of medium and heavy construction equipment, including front-end loaders or excavators; or
• An equivalent combination of education, training and experience that would reasonably be expected to provide the job specific competencies; and
• Possession of a valid Class A Commercial Driver's License (CDL), or ability to obtain within the probationary period*
• Special Probationary Note: Must possess a valid Florida Driver's License and attain a Class A Commercial Driver's License (CDL) within the first six (6) months of the probationary period. The probationary period may be extended by the Appointing Authority to which the position is assigned.

Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
• Operates heavy equipment such as front-end loaders, excavators, and skid steers to perform a variety of Solid Waste operational functions, including receiving waste, loading trailers, processing roll-off containers, and performing clean-up functions. Operation of heavy equipment constitutes at least 75% of daily job duties.
• Screens Solid Waste materials received at the transfer station and removes unauthorized materials in accordance with the site's operational permit.
• Checks and ensure that equipment is serviced and in good working condition; makes minor repairs and adjustments to equipment, and ensures that periodic maintenance and major repairs are performed.
• Performs daily safety inspections and observes proper safety practices and regulations when operating or working around equipment.
• Operates large semi-tractor trailer or roll-off motorized vehicles for the transportation of bulk Solid Waste material in constricted loading/unloading locations, on unimproved roads, and on heavily traveled roads and highways in compliance with all DOT and County safety rules and regulations as needed.
• Operates hydraulic, pneumatic, and mechanical auxiliary equipment related to assigned tractors and trailers.
• May supervise lower level operators, maintenance workers, trades helpers, or laborers on specific jobs or act as a lead operator.
• Uses manual tools to pick up litter at the facility and ensure proper disposal.
• Performs other related duties as required.
Job Specifications
• Knowledge of the operation of a variety of medium to heavy motorized construction equipment and transportation vehicles, including front-end loaders or excavators.
• Knowledge of traffic laws and regulations applicable to the operation of motorized construction, maintenance, and transport equipment on public streets and highways.
• Ability to perform service and make minor repairs to medium to heavy motorized construction equipment and transportation vehicles.
• Knowledge of safety equipment, standards and regulations.
• Ability to plan, organize and supervise the work of others.
• Ability to follow oral and written instructions.
• Ability to communicate effectively orally.
• Ability to demonstrate good customer service skills.

Work Category/Physical Demands
• Required to work in outside in all types of weather.
• Required to lift up to 50 pounds and push/pull up to 100 pounds.
• Heavy work - Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
