This role will be responsible for managing program management and governance processes associated with Global Functions Technology (GFT) Strategic Book of Work and track all intersections between the Book of Work and Regulatory commitments.  The Strategic Book of Work for GFT represents our most strategic and priority technology programs across the functions (Risk, Finance, Compliance, HR) and is under regulator monitoring.
At the portfolio level, duties will include all monthly reporting and tracking, change control and initiative closure processes.  This includes preparation of scorecard reports, monthly reporting which utilize data from our project tracking systems and for which final reports are shared with our Sr. Management and Regulators as deemed appropriate. The position will require strong project and program leadership experience as well as strong communication, presentation and writing skills.
In addition, the role supports technology deliverables for Recovery and Resolution Planning (RRP) / Capital Planning commitments. The team supports a range of high-profile regulatory initiatives central to the safety and soundness of the firm. These regulatory programs predominantly include Recovery and Resolution Planning, delivery of capital related programs including Basel, RWA, as well as any other strategic regulatory initiatives. At the function and program level, duties will include confirming and maintaining precise mappings of all individual regulatory commitments to the book of work programs across the functions.  This entails tying out exact MRAs and CAPs to the technology work slated to resolve or support resolution. Additionally, monitor any Regulatory correspondence to access potential impact to GFT.
This resource will work as a key team member on the Regulatory Affairs team, working with NY and Tampa based personnel as well as technology stakeholders globally.
Key Responsibilities include:
• Centrally coordinate Citi GFT global regulatory agenda to manage on-site exam, ad-hoc meetings, and requests for information
• Provide consistent messaging and communications to GFT senior management and other firm wide stakeholders via high quality, clear and concise materials
• Craft and design presentations to provide senior managers with updates on regulatory interactions
• Prepare and produce weekly and monthly operational metrics reports for senior management
• Interface and build strong rapport with key partners across the organization
• Maintain comprehensive inventory of all supervisory issues, and own remediation status updates by providing oversight and tracking of delivery commitments to ensure consistent and timely resolution of deliverables
• Maintain oversight of execution efforts related to regulatory initiatives, and actively monitor change control, actions, risks, issues, and dependencies
• Monitor and analyze Regulatory correspondence, to determine any impact to GFT and help draft regulatory responses and updates
• Partner across the organization to help set up Regulatory Corrective Action Plans (CAPs) and CAP Milestones and track to completion
• Develop and maintain recovery and resolution plans for submission to regulators; evaluate and partner across the firm to develop strategies to address impediments to an orderly resolution and enhance Citi’s recovery and resolution planning (RRP) capabilities
• Support Resolution and Recovery Planning activities including program governance to drive enhancements, manage execution risks, and provide clear updates to senior sponsors
• Provide program governance and oversight to ensure Citi’s remediation actions are on track, e.g. coordinate updates across functional groups
• Write regulatory updates via responses or progress updates; this requires building an understanding of Citi’s actions and articulating in clear, concise language for regulatory audience
• Build and strengthen relationships across the organization and drive process reviews to look for opportunities for improvements in our Regulatory Affairs
• Analysis work with bringing disparate information across the firm together, e.g. accountability for work, handoffs, key milestones, etc.
• Provide governance end-to-end for RRP technology plan (milestones and deliverables along with timing, resourcing) in support of execution across various Program Groups
• Build out program management plans to provide structure for regulatory commitments
• Works closely with business partners on findings and makes recommendations on improving practices.
• Escalate any issues on program structure and scope, as needed
• Appropriately assess risk when technology decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency;
• Understand Citi’s approach to managing risk, as described in our Risk Governance Framework, and how it relates to their roles and responsibilities.
• Identify, assess, actively manage, and control the risks that could come from our business, operational and organizational decisions so that Citi stays within its risk appetite.
• Manage risks and execute controls in alignment with applicable laws, rules, and regulations, as well as prescribed policies, procedures, training, and ethical standards (e.g., Citi’s Code of Conduct).
• Promptly escalate issues regarding, but not limited to, people, processes and products and resolve in a timely fashion.
• Own data quality, while adhering to data governance standards and established data domains.
Qualifications
The ideal candidate will have the following qualifications:
• Bachelor's degree or equivalent work experience
• 6 plus years Program Management experience
• 6 plus years’ experience in one or more of Finance, Risk, or Management
• 6 plus years’ experience working with Regulators such as on MRA, MRIA, exam findings or other actions is a plus
• 3+ years with negotiation, influencing and/or stakeholder management
• Team player possessing an ability to work well with others in a fast-paced, high-energy environment, with demonstrated ability to work effectively across business units / functions to deliver results
• Excellent communication and interpersonal skills, with the ability to engage with a wide variety of people across functions / seniority.  Communicate effectively across all levels of the organization, with ability to influence and challenge key decision makers, peer groups, internal service providers and functions outside direct control
• Extremely proficient in MS Excel, PowerPoint, and Word; database knowledge is a plus
• Strong attention to detail and willingness to "roll up sleeves"
• Makes well-reasoned decisions under pressure
• Ability to quickly take on new tasks and complete them within deadline
• Citi experience in a technology development organization
• Knowledge of all standard PM processes and methodologies principles of information technology software development & change management methodologies (Agile, Waterfall)
• Advanced skills for tracking and maintaining vast amounts of book of work and regulatory data
• Previous audit or accounting background is a plus
• Ability to produce high quality/highly accurate views for presentation to senior leadership and regulators
• Makes well-reasoned decisions under pressure
• Ability to quickly take on new tasks and complete them within deadline
• Ability to independently and effectively work across all levels of management and across functions to accomplish the mission
• Ability to network and interact with a broad range of risk teams and senior management
