TSM, an Xator Company, is currently seeking enthusiastic and experienced Subcontracts Administrator to support complex and changing program requirements associated with support to TSM’s Unaccompanied Alien Children (UAC) Youth Care Unit.

POSITION OVERVIEW:
We have an exciting full-time opportunity for a highly qualified experienced Subcontracts Administrator working in support of TSM’s UAC Youth Care Unit.  The UAC Subcontracts Administrator reports to the Program Manager and ensures that the full span of the procurement cycle is appropriately completed. The Subcontracts Administrator is responsible for the negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.
Because of the sensitivity of the UAC population, our staffing approach places significant focus on personnel oversight. Our team is in place to monitor activities and to provide escort services to support UACs, ensuring their stay is as minimally restrictive as possible while in ORR care. To that end, we use UAC Monitors to maintain positive visibility and control of assigned UAC areas during day, mid, and night work shifts. Each shift is led by a Shift Manager, who along with Shift Supervisors and Team Leads manage our Monitors and to ensure 100%, continuous coverage of all monitored areas.
ESSENTIAL JOB FUNCTIONS:
• Assure compliance with applicable procedures, regulations and legal requirements including FAR/DFARS and International Traffic in Arms Regulations (ITAR).
• Negotiates NDA's and Teaming Agreements.
• Creates RFP solicitations in accordance with Government requirements
• Evaluates supplier proposal responses and performs detailed proposal analyses, source selections.
• Analyze risks and identify risk mitigation.
• Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues, regularly interacts with program management, contracts, project control, finance, business development.
• Negotiates pricing and terms/conditions with subcontractors.
• Administers subcontracts of various types (FFP/Cost-type, etc.) and complexity, assuring compliance with procurement procedures and contractual obligations for price, delivery, quality, and performance.
• Protect Intellectual Property interests through appropriate subcontract terms and conditions and Non-Disclosure Agreements.
PHYSICAL REQUIREMENTS:
• Must be able to sit for more than 8 hours per day
• Must be willing to work overtime if necessary
• Must be able to use an elevator or walk up and down stairs
• Must be able to read and interpret handwritten and typewritten print
• Must be able to communicate by voice and detect sound by ear
• Must be able to pass a criminal background investigation
QUALIFICATIONS:
• Bachelor’s degree in accounting, finance, business, or a related field
• 5+ years applicable experience in the DoD/Federal industry and/or in positions with equivalent experience
• Familiar with and able to navigate FAR/DFARS and agency flow-downs/requirements.
• Proficiency in word processing, electronic spreadsheet, analysis techniques.
• Must be able to manage multiple subcontractors at one time
• Excellent analytical and organizational skills
• Flexible schedule
• Proficiency in Microsoft Office 365
