JOB SUMMARY
Under general supervision, provides analytical and technical support in the delivery of the benefit programs to ensure smooth administration of group plans. Manages assigned projects, engaging internal and external resources to ensure timely completion. Serves as subject matter expert for administration and governance of health, welfare and retirement plans.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for the administration of the health and welfare benefit plans in accordance with plan documents, federal and state laws to include the interpretation of benefit programs and procedures for all plans.
Responds quickly to benefits related employee inquiries, researches issues, summarizes trends.  Works with internal staff and external vendors to arrive at resolution.
Assists with administration of all benefit programs.
Assists with open enrollment preparation and administration of all new or revised benefit programs. \
Supports compliance with applicable government regulations by monitoring new requirements and recommending process changes.
Monitors and audits benefit enrollment data, including dependent eligibility.
Assists with writing communications to employees, technical plan documents and summary plan descriptions.
Participates in the overall human resources information system (HRIS) meetings. Identifies, suggests, and implements ongoing process improvements.
Prepares premium/HSA reconciliation and check requests, reports monthly headcount and cost information as needed.
Manages the flow of vendor files to ensure that files are sent, received and loaded in a timely basis. Coordinates with internal HRIS/IT contacts and external vendors to ensure accurate and efficient benefit interfaces.
Prepares regular benefit reports extracting data from the database. Identifies and resolves data discrepancies.
Provides customer service support to internal and external customers.
Conducts presentations using audiovisual tools including PowerPoint and videos.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
No formal supervisory responsibilities in this position. Provides informal assistance such as technical guidance, and/or training to coworkers. May coordinate and assign tasks to co-workers within a work unit and/or project.

EDUCATION and EXPERIENCE
Bachelor's degree (BA/BS) from 4-year college. Minimum of 3 years experience in benefit plan administration, the areas of health and welfare required. Knowledge of applicable laws and regulations. Demonstrated vendor management skills. Experience working for a health care carrier, consulting firm or insurance company is a plus. PeopleSoft experience are strongly preferred.

Possess ability to build collaborative relationships with teammates, third party vendors, HR business partners and all levels of employees. Excellent interpersonal, written and verbal communication skills to effectively communicate with a wide range of constituencies in a diverse culture, including peers, management staff at corporate and in the field. Demonstrated ability to develop, present, and monitor analytical business cases and project plans.
FINANCIAL KNOWLEDGE
Requires knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts and/or commissions. Conducts basic financial analysis.
REASONING ABILITY
Ability to effectively plan and prioritize. Basic ability to handle and resolve complex analytical issues.
OTHER SKILLS and ABILITIES
Intermediate skills with Microsoft Office Suite. Effective data management skills; i.e. process orientation and attention to detail, knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted; and pending affecting employee benefit programs, including federal and state law.
SCOPE OF RESPONSIBILITY
Decisions made with understanding of procedures and company policies to achieve set results and deadlines. Responsible for setting own project deadlines. Errors in judgment may cause short-term impact to co-workers and supervisor.
