Human Services Program Analyst
This is a professional position assigned to the Subsidized Health and Referral Programs (SHaRP) Program Office located at DOH-Hillsborough, Community Health Division. Based in Tampa, this team member is responsible for assisting the Senior Human Services Program Analyst-SES in providing technical assistance, quality assurance, and programmatic monitoring of the Breast and Cervical Early Detection, Title X Sterilization, and Family Planning Medicaid Waiver Programs. This is a highly responsible, full time position, in which the incumbent must be able to work independently and is detail-oriented in reviewing and approving program eligibility applications for the program areas mentioned above.  The position requires a thorough knowledge of public speaking, training skills, strategic thinking, the ability to use Microsoft 365, the ability to multi-task and handle face-to-face interactions, the ability to establish and maintain effective working relationships, the ability to work with diverse populations, and the ability to adhere to security policies and maintain confidentiality.   Strong written and verbal communication skills required for internal and external communication.  Position may require occasional local travel.
The Human Services Program Analyst should have a good rapport with internal and external customers, display a positive attitude, work in a flexible manner, be approachable, and work independently under the supervision of the Senior Human Services Program Analyst-SES. This position is part of a public health organization and is expected to promote cooperation, courtesy, and teamwork in a diverse environment, while adhering to policies, procedures, laws, and statutes established by DOH-Hillsborough, the State of Florida, and the Centers for Disease Control and Prevention.
Responsibilities Include:
• Communicating with internal customers about questions or concerns on program requirements.
• Preparing monthly reports and analyzing data to determine effectiveness of department programs.
• Assisting in developing programmatic quality improvement projects and action plans to improve program outcomes and tracking progress of these action steps to meet deadlines.
• Managing client calls and patient referrals from medical providers.
• Inputs accurate client data into various office and Statewide systems (ie., Health Management System (HMS), Access, and Volusia Database systems.
• Schedules/reschedules appropriate appointments for new and current clients.
• Submits and approves reports such as travel, People First and HMS within assigned timeframes.
• Assist in mammography mobile unit screenings throughout Hillsborough County to determine program eligibility.
• Monitoring and ordering supplies for the unit.
• Creating, maintaining and closing out various program patient case files.
• Completes Ineligibility/Suspension form if client is not eligible or provides incomplete information.
• Collects and enters client demographic data and medical information into the data system.
• Assess Medicaid Eligibility Status in FMMIS database.
• Ensures client information is kept confidential and secure.
• Attends meetings, traveling to other clinics or offices, and performing other duties as assigned by supervisor.
• Serves as unit translator for English to Spanish and vice versa in a clinical/office setting or out in the field as needed.
Minimum Qualifications:
• Bi-lingual in reading and writing in English and Spanish fluently
• At least 3 years of experience in working knowledge of Microsoft 365 applications (Outlook, Word, Excel, PowerPoint, MS Teams)
• 3 years of data entry experience
• 3 years of customer service and service recovery experience
• Strong oral and written communication skills
• Valid Florida Driver’s License or the ability to obtain one within 30 days of employment
Other Desirable Qualifications:
• Willing to learn how to use My Florida Market Place (MFMP) for duties associated to ordering and reconciliation of supplies.
• Ability to lift 30lbs.
Knowledge, Skills, and Abilities:
• Ability to operate commonly used office equipment such as computers, printers, fax machine, label maker, paper shredder, plotter for making posters.  Ability to use Microsoft Office products (Outlook, Excel, Word, Access, PowerPoint, Publisher).
• Knowledge of Florida Department of Health purchasing policies, rules, and regulations.
• Ability to Read, Write and Speak in English and Spanish fluently.
• Knowledge of the methods of data collection.  Skill in organization and coordination of multi-program office operation.
• Skilled in applying general rules, policies, and procedures to specific work situations.
• Ability to work independently and to plan, organize and coordinate work assignments.
• Ability to utilize problem-solving techniques.
• Skilled in communications:  talking to others to effectively convey information, communicating effectively with others in writing, as indicated by the needs of the audience.
• Ability to maintain client confidentiality.

• Skilled in public speaking and/or delivering training to a varied type of audiences.
• Skilled in delivering quality customer service as defined by organizational standards.
