The Licensed Clinical Program Manager manages the daily operations of a CHS program(s) requiring advanced assessment and intervention strategies; supervises clinical and support staff; coordinates service delivery so that client needs, program goals and contract objectives are effectively met. Overall, the Licensed Clinical Program Manager contributes to the CHS high performance culture by exhibiting our values and providing quality results that position CHS as the leader in delivering proactive behavioral health, case management, community and early childhood solutions for children and families.

Responsibilities
YOU WILL:
1. Manage the daily operations and coordinate service delivery of a group of clinical teams so that client and program goals are met.
• Monitor that the billing and delivery of services provided are consistent with guidelines set by Medicaid and/or other funders.
• Complete assessments required to be conducted by a licensed individual in support of CHS Behavioral Health programs statewide.
• Supervise a group of direct service clinical teams including regular individual and group staff meetings and case consultation.
• Oversee proper client to staff ratio.
• Provide daily, weekly and/or monthly clinical supervision to program staff as required by contract.
• Assign cases to program staff and oversee service delivery – to be performed according to, and within, the CHS mission, policy/statewide directive/procedural directions and treatment models.
• Oversee that areas of responsibility meet all CHS licensing, contractual and quality assurance standards and requirements.
• Assist with managing the contract and grant renewal process.
• Provide support with in-crisis or problem cases; provide on-going assistance to program staff in coordinating services for clients, including after hours assistance, support and coverage as needed or scheduled.
• Support new and existing program staff by providing field training, perspective, and empowerment, which enable direct service personnel to deliver the service effectively.
• Establish and maintain positive collaborative relationships with relevant community agencies.
• Assist in developing annual budget.
• Monitor revenue and expenses; develop and implement corrective action plans as necessary.
• Participate, as directed, in regional and/or statewide workgroups.
• Oversee that established program productivity goals are met while upholding the CHS standard of care.
• Lead or facilitate clinical training in evidence-based practices to network providers, as required by the program.
• Liaison with community agencies and attend closure or conference staffings.
• Participate in grant writing, contract negotiating or re-accreditation preparation, as requested.
• Review and approve notes to be submitted to billing, when applicable.
• Assist in developing program policies and procedures.
• Provide clinical supervision as needed for licensure to registered interns and trainees.
• Warm Line Program only: Provide on-call support to Clinicians, direct support and counseling to Warm Line clients and callers.
• Warm Line Program only: Attain weekly goals of identified billable service targets outside of Warm Line support.
2. Recruit, develop and lead a team capable of supporting CHS performance and growth strategies (complying with COA Standard T3, when appropriate), while fostering an engaging, positive work environment.
• Recruit, supervise and support team members and foster their professional development, including the transfer of knowledge obtained through training.
• Establish annual team goals and objectives; track and report results.
• Coach, support and evaluate team member performance, taking corrective action if needed.
• Deliver timely communication through regular management and team meetings.
• Comply and confirm compliance with CHS code of conduct, policies, practices and other legal obligations.
• I mplementing policies and practices designed to prevent, recognize and respond to work-related stress.
• Participate in succession planning to build the bench strength necessary for future talent needs.
• Develop a strong knowledge base and stay current on job-related issues and trends.
• Participate actively in departmental meetings, training and education, as well as the quality process.
• Pick up projects on the fly; perform other duties as assigned from time to time

Qualifications

EXPERIENCE, EDUCATION AND LICENSING:
• Master's degree from and accredited university in Social Work, Psychology, Human Services or comparable field, required.
• Professional Florida license in Mental Health (LMHC), Social Work (LCSW), Marriage and Family Therapy (LMFT) or Psychology, required.
• Florida Driver’s License within 30 days from hire is required, with daily access to a reliable and insured vehicle.
• Must apply for and maintain a Florida Medicaid Number through the Florida Agency for Health Care Administration.
• Minimum of three years post-Master’s degree experience, preferably in a related program or service delivery system; 5 years preferred.
• Two years of supervisory experience in a clinical environment within a social welfare or healthcare agency, required.
• Experience billing for Medicaid-funded services, preferred.
Schedule Expectations
The incumbent will work a standard scheduled week, which may include weekends, holidays and evenings. The ability to work flexible hours is required to meet business needs. If working remotely, incumbent will be required to be available by telephone and email during specified hours. In the event of a declared disaster or emergency, an Essential Services Delivery position will be required to provide for the overall welfare of CHS clients when interruption of services could endanger their life, health or personal safety.
