Environmental Specialist III (Rabies Coordinator)

Environmental Specialist III
This highly responsible full-time Career Service position reports to an Environmental Supervisor II and is responsible for the coordination of all aspects of the rabies control program for the Florida Department of Health-Hillsborough and conducts assigned field inspections of biomedical waste facilities (per DOH Manual 150-4) associated with veterinary clinics.  Applicant must be detail oriented, be comfortable making decisions, and demonstrate good time management and organizational skills.
Responsibilities included in the Rabies Program
• Directs all aspects of the rabies control program for the Florida Department of Health-Hillsborough
• Provides current rabies treatment and assessment protocols to medical providers (doctors, nurses, pharmacists, infection control professionals).
• Determines medical need for rabies post exposure prophylaxis for bite and other animal exposure victims and makes necessary referrals to Immunizations or other medical providers.
• Provides training to emergency department personnel on rabies vectors, regulations, medical importance, and professionals
• Provides presentations to professional, governmental, and other organizations on the rabies control program
• Coordinates rabies alerts and press releases with the Department of Heath PIO, local government officials, media, and the public regarding positive rabies cases.
• Coordinates all necessary contact with Animal Services, animal owners, bite victims, and DOH laboratory to fulfill the requirements of the Rabies Prevention and Control in Florida manual, and division policies and procedures.
• Reviews and evaluates animal bite reports received each day, prioritizing those that are of greatest public health significance.  Obtains additional information required to investigate those that are incomplete as received.
Biomedical Waste
• Conducts assigned field inspections of biomedical waste facilities (per DOH Manual 150-4) associated with veterinary clinics.
Minimum Qualifications:
• Must have a bachelor’s degree from an accredited college or university with a minimum of 30 semester hours with coursework in environmental health, environmental science, or a physical or biological science.
• Must have two years of experience as an Environmental Specialist I or higher with the State of Florida; or two years professional experience in public health investigation or consultations.
• Must have one year of experience working with and using medical terminology.
• Must have a current Florida driver’s license or can obtain a Florida driver’s license within 30 days.
• Must have transportation available to perform work throughout Hillsborough County.
Other Desirable Qualifications:
• Working knowledge of the Florida Rabies Prevention and Control Guide.
• Experience in providing presentations or educational trainings to professionals, government agencies, and other organizations.
• One-year work experience conducting disease surveillance.
• Working experience with public health databases.
• Fluent in English and Spanish.

Current State Employees - Salary for current employees is based on employee’s current payband/ paygrade.  Salary for promotions will be based on budget availability and Senior Management Team approval.
