Job Description
HII-Technical Solutions Division is currently seeking a Publicly Available Information Associate Researcher to support our customer in Tampa, FL.
U.S. Special Operations Command Africa (SOCAFRICA) is tasked with conducting security missions, and meeting Geographic Combatant Commander (GCC) operational goals in Africa. In meeting these goals, SOCAFRICA treats information as a strategic asset and leverages this asset to support warfighting, improve operations, and support other Combatant Commands (COCOMs), Services, Agencies and multinational allies.
HII-TSD provides SOCAFRICA with subject matter experts capable of providing Publicly Available Information (PAI) Research support services in the areas of analysis, socio-cultural, human terrain dynamics, policy support, and information sharing with mission partners. We provide all personnel with the necessary expertise, equipment, planning development capabilities & tools, materials, supervision, and other items and services required to provide non-personal services to SOCAFRICA.
Essential Job Responsibilities
• Developing PAI appropriate products, which relay developments, trends, indications, warnings, and situational awareness regarding specific targets, countermeasures, and courses of action.
• The contractor shall shape, fuse, and provide recommendations which influence the content, form and format of tailored, timely, accurate and relevant assessments and research to internal and external mid-level clients of all types on policy-making, acquisition and operational customer sets.
• The contractor shall support the SOCAFRICA through developing PAI products, analysis and trends in support of Offensive and Defensive Cyberspace Operations.
• The contractor shall support the SOCAFRICA through developing PAI products, analysis and trends in support of crisis and operations, indications and warning as well as force protection and operation security.
• The contractor shall provide PAI research to derive facts, inferences, and projections concerning capabilities, intention, attack approaches, and likelihood of various adversarial threat activities. Research shall be conducted with consideration for applicability across various systems, technologies, operations, and adversarial objectives, each with varying level of impact. Key considerations shall include resource allocation, motivations, tendencies, personalities, and tolerance of detection, attribution, and retribution that
• influence adversarial decisions.
• The contractor shall function as a PAI capabilities interface between service, national, and coalition customers within a defined area of responsibility. Provide analysis derived from multiple assets to maximize Commanders forces' effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths.
• The contractor shall identify the need for and provide support developing a fused products (the collection, processing, integration, analysis, evaluation, and interpretation of available information) to the customer.
• With support of SOCAFRICA leadership, the contractor shall coordinate with program offices of other Department of Defense (DoD) agencies in the development of PAI research in the defined area of responsibility.
• The contractor shall research new techniques and technologies associated with PAI processing concepts.
• Apply broad knowledge of relevant customer organizations and operations (e.g., military, partner nations, policy makers, and law enforcement) and shall include how to translate requirements to recommend appropriate output or response to meet customer needs.
• The contractor shall conduct PAI, develop research methods, and use various data collection platforms to improve processes in direct support of SOCAFRICA.
Minimum Qualifications
• 5 years relevant experience with Bachelors in Social Science/Research Methodologies; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
• A minimum of 5 years' experience in a wide range of PAI research, collection methods and techniques, and the use of PAI and multi-source information systems. The government will consider 5 years' experience in PAI if resume has a representative history of intelligence analysis associated with multi-in and all source research.
• A minimum of 5 years of expertise in advanced PAI analytical principles, concepts, and methods to include database manipulation
• A minimum of 5 years of expertise in conducting in-depth PAI research to identify available systems and data sources
• Experience in working DoD Joint structure
• Expertise in producing collections requirements assessments
• Strong written and oral communication skills; including public speaking
• Excellent analytic and organization skills
• Strong ability to manage multiple projects on tight deadlines and prioritize appropriately
• Ability to work collaboratively to achieve objectives
• All capabilities needed from PAI SME at an advanced level
• Advanced skills in conducting search in a digital environment
• Advanced understanding of PAI data, platforms and technologies
• Advanced working knowledge of geo-enabled PAI
• In-depth working knowledge of tools provided by Berber Hunter Tool Kit (BHTK), as well as advanced capability to identify new and emerging tools
• Basic understanding of Deep/Dark web
• Advanced working knowledge of PAI support to operations and sensitive productions
• Advanced PAI research and analysis support to operations training (similar to CASO/COSMO training)
• Clearance: Must possess and maintain a TS/SCI clearance
Preferred Requirements
• A minimum of 7 years' experience in a wide range of PAI research, collection methods and techniques, and the use of PAI and multi-source information systems.
