Apogee is seeking a Foreign Military Sales (FMS) and Cooperative Development Support SME located at MacDill AFB, FL in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Acquisition Operations (AO) Office. AO manages the International Operations, Policy and Management, and Partnered Operations portfolios for SOF AT&L.

What you will be doing:
• Initiate, supervise, and/or develop requirements from a project’s inception to conclusion for complex to extremely complex programs
• Provide strategic advice to Senior Government personnel and technical guidance and expertise to program and project staff
• Provide detailed analysis, evaluation and recommendations for improvements, optimization, development, and/or maintenance efforts for customer-specific or mission critical challenges/issues
• Consult with customer to define need or problem; supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions
• Oversee the functional efforts of less senior staff at the Senior and Journeyman Level and/or be responsible for the substantive efforts of all staff assigned to a specific job
• Develop, negotiate, execute, amend, and review SOF Cooperative Development MOUs within SOF AT&L
• Engage in National Program Coordination for USSOCOM Special Operations Forces Equipment Capability (SFEC) working groups
• Coordinate Foreign Disclosure Release determinations
• Develop, negotiate, execute, amend, and review SOF aspects of ASD/SOLIC's Combatting Terrorism Technical Support Office (CTTSO) Bi-lateral Agreements with SOF Partner Nations
• Collect and analyze metrics and requirements from supported organizations
• Develop elements of program acquisition strategies
• Support/conduct portions of market research
• Keep program information current and organize data to submit to management for decision making
• Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones
• Support cost/benefit analysis
• Analyze effectiveness and efficiency of program; develop recommendations to improve program operations
• Answer data calls and inquiries on program policies and procedures
• Participate in requirements development process in support of Senior Managers and Government counterparts
• Monitor programs to ensure compliance with policies and procedures
• Manage program cost, schedule, performance, and risks in accordance to policies and procedures; formulate proposed mitigations as necessary
• Coordinate program information with personnel
• Interpret regulations and directives to determine impact on programs
• Determine requirements; develop goals and objectives to accomplish mission of Program Support government counterparts to ensure execution of programs in accordance to plans, and to modify program policies and procedures based on changes to regulations
• Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues
• Oversee the allocation of resources based on program requirements
What you will need to have:
• Exceptional qualifications and highly unique experience that contribute to Subject Matter Expertise in the field of Security Cooperation, specializing in International Agreements and Cooperative Development
• Master’s required; however, Master's may be substituted with Bachelor’s with 8+ years of International/Security Cooperation experience
• DAWIA Level III Equivalency in the Program Management field
• Required Unique Expertise: In addition to the 10 years’ experience required, at least 8 years be in an International/ Security Cooperation position (may be concurrent)
• TS/SCI Security Clearance
• Desired International Certifications: Security Cooperation certification in Security Management or DAWIA Level II Certification in International Program Management
• Desired Unique Expertise in Primary Function: Program Coordinator for the FVEY Cooperative Development Program
