ORGANIZATIONAL SUMMARY:
The Division of Human Resources (DHR) provides university-wide strategic development of policies, procedures, and programs for the core HR functions, which includes the main campus in Tampa, USF Health and the branch campuses in St. Petersburg, and Sarasota-Manatee. DHR supports the goals, vision, and mission of USF, with a focus on delivering valuable, innovative, and compliant services that attract, develop, reward, and retain highly qualified individuals to create a diverse and talented workforce. Services and programs provided by DHR include: Benefits; Classification & Compensation; Employee Relations; Labor Relations; Talent Acquisition; Strategic Planning; Staff Recognition; Compliance; HR Information Systems; and Learning and Talent Development.
DHR has embarked on a multi-year transformation initiative to provide a Human Resources function that operates efficiently and effectively, leverages up-to-date tools, and embraces technology to create greater value-add services and programs for the USF community.
POSITION SUMMARY:
The Leave Continuity Consultant is a strategic partner within Central HR, liaising with University Business Partners to ensure compliance with policies and procedures for all USF leave programs. The position is primarily responsible for managing and administering the University’s Family and Medical Leave Act (FMLA) leave program. Additionally, this position also manages and administers all other USF leave programs for assigned areas.
The Leave Continuity Consultant leverages technological proficiency and extensive knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, and other applicable laws to improve existing and establish new processes and procedures to meet the ever-changing needs of USF’s diverse employee population. The incumbent in this position utilizes a well-developed skillset to meet the needs of University Business Partners and USF employees, while maintaining strict compliance with all laws, policies, and regulations related to the administration of leave.
RESPONSIBILITIES:
Manages and administers the FMLA program. Researches and resolves problems and complex issues concerning FMLA. Analyzes leave claims or requests, determines employee eligibility, and manages employee return to work in conjunction with representatives in Employee Relations. Prepares and provides timely communication, required forms and swift resolution to employees and employees departments, as appropriate.
Ensures HIPAA compliance for HR team members who handle sensitive FMLA-related information. Continuously monitors the integrity of system data and pertinent case information. Perform audits of FMLA cases to ensure notifications and communications to the employee, HR partners, and public (i.e. healthcare providers) are occurring as required by law. Identifies and provides recommendations to HR leadership for continuous improvement with the University’s FMLA program. Engages in ongoing communication and training with the USF community to enhance understanding of FMLA regulatory requirements and USF’s processes.
Manages projects that will promote improvement, streamline processes, and maintain compliance. Identifies cross-functional project team members. Ensures SOPs are tested and communicated for any project-related process changes.
Manages and administers Attendance & Leave Programs for assigned areas. Ensures compliance with internal and external policies and regulations. Develops, reviews, and revises pertinent regulations, policies, and procedures. Ensures up-to-date information is communicated and distributed to applicable audiences and maintained for ongoing reference. Partners with leadership and general counsel as needed, responds to questions and information requests, and resolves complex leave issues.
Performs periodic audits of University departments and leave tracking system to ensure leave and attendance is accurately tracked. Follows audit scope and provides final write-ups with action plans. Identifies deficiency trends and rates level of risk. Develop and monitors action plan responses to ensure timely closure of all noted actions.
Provides support to internal and external auditors as the subject matter expert for attendance and leave administration and acts as the point of contact for questions and data and record retrieval for areas assigned.
Partners with HRIS to maintain, update and improve the system documentation. Elevates any critical concerns and offers solutions to leadership.
As the subject matter expert, facilitates training to new and existing leave coordinators on systems, policies and procedures, enrollment for sick leave pool, and all other training needs for enhancements or new initiatives.
Develops and updates communications and training materials and methods. Acts as a continuing resource, providing guidance on training deliverables after training and on issues presented by employees, leave coordinators, and managers within USF.
Measures training competencies of success. Identifies opportunities and makes recommendations for improvements. Communicates measurements with leadership in a timely manner.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and two years of HR related experience; or Master's degree in an area of specialization appropriate for the program. Six years of HR-related experience or a combination of education and experience may substitute for the Bachelor's degree.
PREFERRED:
Bachelor's degree in a related field and one year of work experience with leave programs (FMLA, ADA) and/or Benefits. Intermediate to advanced proficiency with MS Word and Excel; active HR certification (PHR, SHRM-CP, etc.); experience using PeopleSoft.
SPECIAL SKILLS/TRAINING:
Strong knowledge in the use of technology and systems with an emphasis on process improvement. Extensive knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, and other applicable laws. Excellent written and verbal communication skills. Excellent organizational and time management skills. Able to communicate effectively with diverse audiences and build relationships with USF community.  Advanced proficiency with MS Word and Excel; active HR certification (PHR, SHRM-CP, etc).
