ORGANIZATIONAL SUMMARY:
The mission of the Institute of Applied Engineering is to provide agile, best value engineering products and services to enhance the performance, effectiveness and safety of its customers. The Institute's customers include the Department of Defense, other federal, state and local agencies, and industry. In support of its mission, the Institute performs applied research in alignment with the following core competencies: Autonomous Systems; Human Performance Enhancement; Data Analytics; Cyber and Electromagnetic Domain Security; and Transportation and Energy infrastructure. As a DSO of USF, the Institute is a separately incorporated Florida 501(c)(3) authorized to use USF property, facilities, and personal services for the benefit of USF's research, development, and education mission. As such, the Institute's operations and research staff collaborate with USF faculty and students to develop and deliver these engineering solutions in support of its customers' requirements.
POSITION SUMMARY:
The Webmaster is responsible for all aspects of developing, implementing, and enhancing a complex website(s) for the Academic Consortium, IAE and other Task Orders/Contracts as directed. The Webmaster will coordinate complex projects, applying both technical and communications skills to maximize value and functionality.  This position requires a professional background in the development of text and content for technology, including the ability to write and edit copy, incorporate elements of graphic design, and build interactive user applications. While the primary purpose of this position is development and presentation of communication content, this position requires a combination of technical IT knowledge and skill in written and graphic communication. The Webmaster must be able to apply knowledge of web applications to create both static and dynamic web pages, resolving resolving performance issues such as speed of access and ease of use. Must be familiar with displaying active server pages and able to apply functionality of a broad range of web applications, such as (but not limited to) HTML/CSS, Photoshop/Illustrator, JavaScript, Python, Django, Flask, PHP, ASP.NET, XML, etc. Additional responsibilities will include developing and integrating user-facing elements on the front-end with backend server-side logic, integrating web applications with backend databases, implementing web-based authentication and authorization between multiple systems, servers, and environments, evaluating code to ensure it is properly structured, meets industry standards, and is compatible with browsers and devices, and ability to output data in different formats for reports
SPECIAL REQUIREMENTS:
Positions in the Institute of Applied Engineering may require a security clearance.
RESPONSIBILITIES:
Defines the web strategy for the related Institute of Applied Engineering tasks consistent with the overall communication and public relations strategy for the organization. Interact with business stakeholders and technical team to understand needs and requirements. Consults with departments and end users on their web goals and development, ensuring that overall standards for appearance and usability are maintained for all web sites within area of responsibility.
Defines site objectives by analyzing user requirements and envision system features and functionality.  Designs and develops user interfaces to web applications by setting expectations and features priorities throughout development life cycle. Architects, designs, develops and test front-end and back-end applications.
Proactively seeks out opportunities to add improvements to projects, systems and enhance team relationships. Develops web standards and guidelines for style, content, and code through research of current trends, usability testing of clients, surveys of clients and content administrators, university computer use policies, and relevant regulatory requirements.
Maintains and monitors the performance of the live website and ensure responsiveness of applications. Resolves website performance issues. Troubleshoots content issues. Manages and maintains the website back-end including the database, server integration and APIs.
Recommends system solutions by comparing advantages and disadvantages of custom development and purchase alternatives. Manages projects from conception to finished product, establishing timeframes and work schedules to meet deadlines. Supports users by developing documentation and assistance tools.
Works closely with Information Technology department staff to provide seamless process and continuous exploration of innovative ideas for web communication.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in communication, public relations, technical writing, digital media, or related field, with four years of experience in related positions; or a Master's degree and two years of related experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.
PREFERRED:
Bachelor's Degree in Computer Science, Computer Engineering or a related field from an accredited institution and three (3) years in web design and development. Ability to implement web security and data protection; build reusable code and libraries for future use; and optimize the website for maximum speed and scalability.
