Manager, IT Portfolio Management Position Highlights: The Manager of IT Portfolio Management supports organizational and IT leadership in overseeing, managing and using the entire lifecycle of investments and initiatives to achieve the organization#s goals and objectives.# The incumbent acts as a primary resource, in collaboration with the EPMO, to key stakeholders (i.e. Finance teams within and outside IT related to portfolio funding, project steering committee meetings, senior executives, etc.) for communications, and for reporting the state, performance, cost # value (benefits realization), and risk # balance of initiatives within the portfolio.# The incumbent helps focus leadership efforts within IT.# This individual provides and escalates data on achieving an optimized mix among project investments, optimal resource management, and delivering maximum value and benefits from projects and programs within the portfolio.# Aids in the identification, prioritization, and coordination of project and program resources engaged with initiatives within the IT portfolio; provides governance of IT demand and metrics reporting and ensures capacity # demand on-time reporting.## The incumbent will work closely with key administrative, operational and functional departments, and IT functional units to ensure high quality solutions delivery and ongoing support.# S/he will serve as an internal consultant to the Cancer Center#s management and leadership team members and actively contribute to the formation and execution of the overall technology vision for Moffitt. Responsibilities:# Ensure adherence to the appropriate governance functions relating to the portfolio Recruits, manages, and develops a group of business analysts, business coordinators, intake coordinator and other support staff who provide analytic, planning, and consulting services across the IT department Serves as primary resource, expert consultant, or liaison to senior leadership and staff on major and complex program-wide initiatives within the IT portfolio Prepares and administers department budget/quarterly forecast; negotiates contracts with external consultants/vendors. Facilitates and coordinates the efforts of senior leadership toward the establishment of the project portfolio definition, its structure and processes Conduct reviews quarterly # or at other specified intervals # with senior business and IT executives, stakeholder committees, the steering committee and other relevant bodies Ensure and balance the availability of the required skills and competencies across project and program teams within the project portfolio; ensure appropriate communication, reporting # documentation of the IT portfolio # Credentials and Qualifications: Bachelor#s degree#-#Information Systems, Computer Science, business administration or a related field. Minimum seven (7) years of related experience (IT portfolio management, IT governance, capacity # demand reporting, resource management, etc.) Minimum of two (2) years of specific Healthcare IT management experience is required (may be inclusive of overall experience). Minimum three (3) years leadership experience as a team/project lead, supervisor, manager or above Demonstrated progressive experience in leading and/or assessing risks and control processes for highly complex projects and programs within IT portfolio Exceptional leadership skills, with the ability to develop and communicate the portfolio objectives, inspire and motivate staff, and maintain alignment with business strategy. A high degree of political sensitivity, astuteness and the ability to use the informal power structure of the organization to overcome obstacles and achieve portfolio success. Excellent verbal and written communication skills, including the ability to explain and #sell# the portfolio goals and objectives to the business and to technical leadership. Strong business acumen, including industry- and domain-specific knowledge of the organization and its business units. Familiarity with industry trends and innovation, and how other organizations are using them to drive digital business. A high level of empathy and the ability to vary styles of interaction to match the needs of a variety of business and technical audiences, as well as temperaments and personalities. Influencing and negotiation experience and skills in an environment with high competition for resources. Excellent analytical, conceptual strategic planning and execution skills. Familiarity with financial analysis and associated reporting tools. Ability to develop portfolios and deliver them against financial and resource constraints. Familiarity with the use of reporting tools to monitor portfolio activities and analyze portfolio performance Experience across a range of projects and programs. Understanding of current and emerging technologies and how organizations may apply them to drive digital business# Preferred: Master#s degree - Information Systems, Computer Science, business administration or a related field Two (2) years of related experience in an academic/research/Cancer Center environment #
