Full Job Description Under general direction, directs and monitors the activities of the Utilities Service Center and/or Field Operations including the installation, maintenance and replacement of city water lines, sewer systems and/or water meter reading within a geographically defined sector of the City.
ESSENTIAL JOB FUNCTIONS :
1. Ability to plan, organize, administer and monitor the activities of field personnel in the water distribution and collection system. Will select, train, mentor, assign and schedule work and evaluate subordinate personnel
2. Ability to exercise sound judgment and react expeditiously in emergency situations, in conjunction with Field Operations upper management.
3. Ability to communicate with supervisors, citizens and other City departments to inform, resolve problems or advise regarding water and sewer installation or repair projects.
4. Ability to plan, develop, prepare and monitor the annual budget for Field Operations and Service Center, authorizing expenditures for equipment, materials and tools to ensure budget compliance. Will also investigate and implement changes in personnel, equipment, materials and supplies necessary to improve the Service Center's productivity
5. Ability to administer maintenance contracts by writing bid specifications, advertising bids, coordinating bid openings with Purchasing Department, writing staff reports and monitoring work of contractors.
6. Ability to organize and monitor the preparation of management reports for all Service Center activities including various monthly and quarterly reports, records, schedules and budget expenditures. Will also direct the monitoring and reporting of information required to assure City’s compliance.
OTHER JOB FUNCTIONS :
7. Ability to perform other related duties as needed or directed by the Assistant Director of Utilities such as acting on behalf of the Assistant Director in the Assistant Director's absence.
8. Ability to perform the duties assigned to the other Sector Managers in their absence as needed or directed.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required :
• Knowledge of methods, materials, equipment and tools used in installing, repairing and maintaining water and sewer mains, services, valves and hydrants.
• Knowledge of water and sewer system design and maintenance procedures.
• Knowledge of EPA and TCEQ mandates regulations, policies and procedures
• Knowledge of the principles of electricity, hydraulics and mechanics, as related to water and sewer systems and pumps.
• Knowledge of Automated Meter Infrastructure and associated technologies including network design features, data collection methods, and emerging technology including remote operation.
• Knowledge of the principles of administration, personnel management and budgeting as applied to water and sewer field operations.
• Skill in reviewing, preparing and interpreting engineering plans and specifications and the ability to identify unacceptable designs
• Skill in establishing and maintaining effective working relationships with other city employees, citizenry, contractors, and consultants.
• Skill in communicating with other City employees and the public by oral and written means.
• Ability to read and interpret architectural and engineering contracts and plans.
• Ability to prepare professional technical reports, plans, presentation and letters
• Ability to plan, organize, monitor and evaluate subordinates' work assignments to accomplish unit objectives.
• Ability to receive detailed information through oral and written communication.
• Ability to perform a variety of physical skills including, but not limited to seeing, sorting, calculating, and typing.
• Ability to operate a motorized vehicle.
• Ability to operate a variety of office equipment, including, but not limited to PC, telephone, calculator, copier and Motorola radio.
• Ability to work in both indoor and outdoor environments.
• Incumbent is subject to fume/odor and dust/mites hazards.
Qualifying Education and Experience:
A Bachelor’s Degree in Science degree, in Engineering, Construction Management Technology, or closely related field and six years progressive responsibility experience in water utility design, maintenance or operation with at least four years supervisory experience is required. Possession of a valid Texas Operator's License, Class C is required. Possession of Class III Wastewater Collection Systems License and possession of Class B Waterworks Operator License or the ability to obtain within one year of employment.
