Summary
Under general supervision performs a variety of duties pertaining to the occupancy and eligibility of Assisted Housing Programs, plans, organizes, and participates in the housing applicant interview and counseling process; prepares confidential and technical documents pertaining to leases and contracts; advises residents, participants and property owners on Housing Authority policies, regulations, guidelines and procedures. Provides technical guidance and training to coworkers. Represents the department at community meetings and outreach activities as assigned, may assist the supervisor in monitoring the activities of other staff and quality control. Performs various special project assignments with minimal supervision.
Essential Job Functions
• Conduct interim adjustments and re-examination reviews regarding program eligibility, and take appropriate action in accordance with established procedures and HUD regulations
• Interview and reviews information and documentation to determine eligibility for continued housing within the time given
• Obtain income and other required verification
• Conduct background screening, as needed
• Complete application and inform applicant of decision
• Explain procedure for locating housing and provide information on vacant units
• Conduct interim adjustments based on reported changes in a timely manner
• Calculate overpayments/underpayments based on changes
• Rate of passed files is within acceptable range, & failed files are corrected within the time given
• Pays attention to details in each file
• Maintains accurate database of clientele information
• Organizational skills as it pertains to filing, mail and general office neatness
• Returns phone calls/emails in a timely manner
• Assist in the overall operation of departments
• Input information in computer and update information periodically, as needed
• Prepare departmental correspondence in accordance with established procedures using computer
• Work well with others (staff, clients, the public)
• Ability to take directives
• Ability to take on new tasks and prioritize
Knowledge, Skills, and Abilities
• Knowledge of modern office practices, procedures, and equipment
• Knowledge of HUD and organizational regulations, policies, and procedures
• Knowledge of Section 8 program requirements
• Knowledge of business English, spelling, arithmetic, and vocabulary
• Knowledge of basic computer operations and data entry
• Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs
• Ability to understand and follow oral and written instructions
• Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
• Ability to operate basic office equipment including a computer, fax machine, telephone, copy machine, etc.
• Ability to establish and maintain effective working relationships with the public, residents, and other employees
• Ability to interact with the public, businesses, and other organizations in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone
• Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
• Skill in communicating orally with others, particularly potential residents and residents, in order to explain the lease, payments, deposits, and answer questions
• Skill in dealing with people in a polite and diplomatic manner
• Ability to lift more than 40 pounds
Minimum Qualifications
• Requires a Bachelor’s Degree in Public Administration, Sociology, Psychology or related field.
• Requires one (1) year of experience in social work, housing or related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
• Requires Level II Background Clearance.
• Valid Florida Driver’s License
• Insurable under the agency’s insurance policy
