The Position The above salary represents the regular salary for this position.  However, as a result of the financial impact to the City from the coronavirus pandemic, a 10% salary reduction and corresponding furlough is in effect through June 25, 2021 and will be re-evaluated prior to that date.

Under supervision, the Information Technology Specialist I/II serves as a technical expert and provides computer hardware, software, peripheral and user support in a networked environment; analyzes, troubleshoots and maintains a complex network infrastructure connecting end-users in both local area networks (LAN) and wide area network (WAN) in a varied environment of operating systems and suites; and performs other related duties as required.

Typical Duties (May include, but are not limited to, those duties listed below.)
• Installs, upgrades, troubleshoots and repairs personal computers and peripheral devices; installs and configures printers, external drives, and scanners; installs packaged software programs on new and existing physical and virtual workstations; assists users in learning the use of equipment and software packages including word processing, spreadsheets, graphics, database management, Voice over Internet Protocol (VoIP) telephony and Internet services; assists in the development of computer applications and processes; provides technical support and operation of LANs and WANs.
• Responds to requests for assistance related to hardware and software problems, and uses remote access to perform hardware and software error debugging; provides software application error analysis and reconfiguration; troubleshoots and diagnoses problems and ensures repair or replacement of faulty hardware, disks, drives, cables, peripherals and software; conducts various tests on components, equipment and software during installation to ensure components are working properly in accordance with City and/or department specifications.
• Staffs information technology help desk as assigned.
• May participant in disaster recovery / business resumption planning.
• Ensures security of applications, databases and network infrastructure and related hardware/software components.
• Responsible for maintaining the confidentiality of any data that may be accessed on City systems.
• Assists in the implementation of computer systems and with related technical and administrative projects.
• Makes software and systems recommendations to facilitate increased efficiency.
• Sets up and maintains computer user and group accounts.
• Provides technical assistance for the development and maintenance of the City's or a department's specialized software, on-line, mobile, audio-visual and Internet services.
• May assist in budget and procurement processes.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, management, staff and the public.
• May act as lead worker to interns or other temporary staff.
• Performs other related duties that may be reasonably expected as part of this classification.
WORKING CONDITIONS
Position requires prolonged sitting, standing, walking, kneeling, crawling, squatting, stooping, crouching, kneeling and reaching in the performance of daily activities.  The position also requires repetitive hand movement and fine motor coordination of hands and fingers to efficiently operate a computer keyboard, mouse, power tools, screwdrivers, crimping tools and other hand tools, and other computer-related components.  Additionally, the position requires both near and far vision in performing computer installation and repair, and color vision is required to accurately interpret visual displays.  Acute hearing is required when communicating by phone and in person.  The need to lift, carry, drag and push equipment and materials weighing up to 50 pounds is also required. The nature of the work requires the incumbents to climb ladders, drive motorized vehicles and work in small spaces. Additionally, off-site travel, attendance at multi-day off-site training sessions, weekend and evening work, and after-hours emergency call outs may be required.

Minimum Qualifications The minimum qualifications for Education, Knowledge, Skills and Abilities are the following:
Education and Experience:
Information Technology Specialist I
• Associate of Arts degree in computer science, information systems or related field and one (1) year of experience performing computer hardware, software and network support functions, or
• Two (2) years of experience performing computer hardware, software and network support functions, or
• Three (3) years of relevant college level coursework in computer science, information systems or a related field.
Information Technology Specialist II
• In addition to the above, two (2) years of increasingly responsible experience supporting a computer environment equivalent to that of the City of Santa Cruz or the department to which assigned, and an
• Associate of Arts degree in computer science, information systems or related field. One (1) additional year of experience may substitute for an Associate of Arts degree.
Licenses and Certificates
• Possession and continued maintenance of a valid California Class C driver’s license or the ability to provide alternate transportation which is approved by the appointing authority.
• Knowledge:
• Principles and practices of computer systems and network (may include VoIP) design, operation and control.
• Personal computer imaging and diagnostic hardware utilities and testing equipment.
• Current technology standards.
• Printer installation, maintenance, and repair.
• Methods and techniques for record keeping, documentation, and report preparation and writing; proper English, spelling and grammar.
• Office practices, methods and equipment.
• Customer service techniques.
Skills:

If assigned to City IT: • Successfully pass a full criminal record / background check including confirmation of the California Law Enforcement Telecommunication System (CLETS) record check from the Department of Justice (DOJ) obtained through Live Scan fingerprinting, and a criminal record history from the Federal Bureau of Investigations (FBI).
DESIRABLE QUALIFICATIONS

• Experience working in a library.
If assigned to City IT:
• Experience providing Technical Service in a high volume Microsoft Help Desk Environment.
• Experience with PC Replacement Programs including WIM Image Format.
• Experience in preventing and resolution of Virus and Malware infections.
• Familiarity with Windows Active Directory Service.
• Possession of CompTIA Certifications (A+, Network+, Security+).
• Possession of Windows MCSA Certification.
• Possession of Cisco Networking Certification (CCT,CCENT,CCNA,CCNP).
