Environmental Specialist I Vacancy (PD# 37020386)
The Compliance Assurance Program (CAP) in the Southwest District Office is accepting applications for an Environmental Specialist I position. CAP staff perform compliance and enforcement actions in multi-media programs that includes conducting inspections, drafting inspection reports and any associated compliance and enforcement documents, completing all required data entry into applicable databases, providing technical assistance to regulated entities, participating in outreach events, and investigating complaints associated to the assigned program areas. There is a need in the following CAP Program areas:  NPDES Stormwater, Domestic Wastewater, Potable Water, Tanks, Hazardous Waste, Industrial Wastewater, and Solid Waste.  Depending on the candidate, the appropriate program areas will be assigned.
Duties and Responsibilities:
• Conducts inspections at assigned small or basic facilities, as defined by the specific program, pursuant applicable Florida Statutes and Florida Administrative Code.   Writes reports on outcome to inspections as required.
• Reviews and makes recommendations on reports, scientific, technical or legal documents.
• Provides technical assistance as needed.
• Keeps databases updated as required for assigned facilities.
• Recommends enforcement actions as appropriate. Drafts basic enforcement documents.
• Provides outreach/compliance assistance to small or basic facilities as needed.
• Attends and participates in cross-training activities.
• Other duties as assigned.
Knowledge, Skills and Abilities:
• Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
• Ability to deal with the public in a tactful and courteous manner.
• Ability to communicate effectively verbally and in writing.
• Ability to evaluate, analyze and interpret scientific and technical data.
• Ability to work independently.
• Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
Minimum Qualifications:
• Bachelor’s degree from an accredited university with a major in engineering, environmental science or one of the natural sciences.
• Valid Driver’s License.
