PMS 392 Job Descriptions
Synchron, LLC has an exciting opportunity to support the NAVSEA PMS 392 Program Office at the Washington Navy Yard in Washington, DC! We are seeking qualified candidates to fill the following positions:
Cost Estimator (mid-level) – Familiarity and experience with submarine systems, maintenance practices, and cost estimating.
Admin/Business (mid-level) – Maintaining data/history, building briefs, answering congressionals, developing/maintaining metrics, etc.
Contracting/Acquisition Specialist (senior/mid-level) - Candidates should have knowledge, experience, capability in some of the following areas:
• Basic understanding of depot maintenance and maintenance community
• Development of Acquisition Documents and Procurement Requisition (PR) packages including:
• Statements of Work
• Contract Data Requirements Lists
• DD254 Forms
• Independent Government Estimates
• Acquisition Plans – PSTRAPs/ISTRAPs
• Justification and Approval (J&A)
• Technical Advisory Report (TAR)
• Knowledge of contract types (FFP, CPFF, CPIF)
• Data Management (CDRL approval)
• Development of Data Item Descriptions (DIDs)
• Contract Officer Representative (COR) functions
• Technical Instruction Processing & Management
• Contract status and expenditure analysis
• Communication skills to interface with Submarine Maintenance community including Type Commander, SUPSHIPs, SEA 02/04/08
• Writing skills
• Organizational skills for coordination of Industry Days and other contract strategy meetings
• Research capability and familiarity with data requirements to support development of IGEs
• Ability to analyze avail planning/execution metrics
Mid-level Program Management candidates - Requirements are basic tracking abilities, proactive approach, good communication skills, and developing and tracking metrics. NPES experience, engineering experience or a background in Submarines is helpful but not necessarily required.
Candidates will be screened on the following performance factors:
1 - ANALYTICAL TECHNIQUES: Demonstrate evaluative and analytical methods related to program/project management. Conduct feasibility studies to analyze, evaluate and determine applicability of new initiatives and processes to program objectives. Devise methods for securing the information needed to assure management will be able to effectively develop and/or execute various phases of the of the program/project. Evaluate impact of continuing operations on Submarine Fleet Support Program activities' programs/projects.
2. ANALYTICAL CONCEPTS, POLICIES, AND PRINCIPLE: Monitor the performance operating programs/projects/regarding field and commercial activity engineers to measure reaching objectives effectively. Evaluate impact of continuing operations on Submarine Fleet Support Program activities' programs/projects. Conduct feasibility studies to analyze, evaluate and determine applicability of new initiatives and processes to program objectives. Plan, coordinate, and direct assigned activities.
3 - PROGRAM ANALYSIS: Identify and implement best practices to reduce cost & timing of SHIPALT approval as well as development of metrics to support trend analysis for process improvement.
4. ORAL COMMUNICATION: Present oral and written information and presentations to top level management. Develop guidelines on program, project, contract analysis. Represent the organization at policy and planning.
5. INFORMATION MANAGEMENT: Review plans and proposals submitted by management to modify or initiate a new program/project contract. Devise methods for securing the information needed to assure management will be able to effectively develop and/or execute various phases of the of the program/project. Advise management on best course of action to take for accomplishing established goals.
