The primary purpose of this position is to serve as an Accountant in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. All training must be completed and regulatory requirements met prior to promotion.

Responsibilities
• Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity.
• Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation.
• Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point.
• Carries out special projects and participates in special initiatives and studies.
• Performs professional accounting work requiring the application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal requirements.
• Independently reviews and audits records and reports to determine the extent and nature of deviations from established procedures.
• Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
• Resolves technical accounting problems and develops new ways and methods to accomplish office tasks and objectives.

• This position may be filled at the GS-07 with promotion potential to the GS-11. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements
• This is a Financial Management Level 1-2 Certified position IAW the National Defense Authorization Act2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
Basic Education Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education & experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
SPECIALIZED EXPERIENCE (GS7) Applicants must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes professional knowledge of the basic principles, concepts, and methodology used in Accounting.

SPECIALIZED EXPERIENCE (GS9) Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes professional knowledge of the principles, concepts, and theories of Accounting, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

SPECIALIZED EXPERIENCE (GS11) Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes professional, comprehensive knowledge of theories, practices, methods, and techniques of accounting and, as required, auditing; and organizational or program practices, policies, and functions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07:
1. Professional knowledge of basic principles, concepts, and practices of Accounting.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Accounting.
3. Skill in communicating factual and procedural information clearly, orally and in writing, ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions, and ability to plan and organize work, and consult effectively with co-workers.
GS-09:
1. Professional knowledge of the principles, concepts, and theories of Accounting, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management as well as ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
GS-11:
1. Professional, comprehensive knowledge of theories, practices, methods, and techniques of accounting and, as required, auditing; and organizational or program practices, policies, and functions.
2. Knowledge of commonly used policies, precedents, goals, objectives, regulations, and guidelines of the federal accounting system.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Ability to apply analytical investigative techniques to accomplish work in the subject-matter field.

EDUCATION SUBSTITUTION IN LIEU OF EXPERIENCE FOR GS-09: Education: Have meet the basic education requirements for the GS-0510-09 and completed a master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as such as business administration, finance, or public administration. OR Combination of experience and education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
EDUCATION SUBSTITUTION IN LIEU OF EXPERIENCE FOR GS-11: Education: Have meet the basic education requirements for the GS-0510-11 and I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such business administration, finance, or public administration. OR Combination of experience and education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
