Job Description:
The MyNavy HR enterprise is modernizing the way it operates to provide improved service delivery to current and future Sailors and their families. The Navy is successfully recruiting, training, and managing its Sailors in today’s demanding operational environment.
Senior Training Specialist to join the Navy Personnel and Pay (NP2) team.
Duties may include conducting a needs assessment, define training goals/objectives, curriculum design/management, developing new and/or updating existing materials/content, determine evaluation and assessment strategies to meet training requirements. Coordinate with the customer and functional SMEs to identify the critical knowledge, skills, abilities and technical requirements of the training content.
The candidate must be comfortable developing course material for large-scale systems integration initiatives. Functionally knowledgeable in Learning Management Systems (LMS) used to support Computer Based Training, Instructor Led Training, Virtual Training, and Asynchronous and Synchronous Distance Learning.
Requires individual contributor actions and will develop interactive training products, content, and data for a web-based Human Resources system.  Candidate should possess Oracle User Productivity Kit (UPK) 12.0 and Adobe Captivate Training product development skills or equivalent. Must be able to deliver training and training products in Computer Based Training, Instructor Led Training, Virtual Training and Distance Learning (Asynchronous and Synchronous).
System Development uses the Agile System Build methodology.  Nominees must be flexible and adaptable to meet changing program needs and requirements.
Basic Qualifications:
• Bachelor’s degree or equivalent 4+ years of experience
• Minimum of 2 years’ experience of instructing users on automated systems.
• Experience participating on training development/instruction teams.
• Experience in the analysis of user requirements/needs to determine functional, cross-functional, technical, and security requirements
• Experience planning, designing, developing, testing, and implementing Electronic Performance Support Systems (EPSS) based with expertise in embedding UPK as PeopleSoft’s user help.
• Experience in configuration management ensuring training products produced for simultaneously worked releases are not mingled or lose release related relevance.
• Experience developing training prototypes and explaining functionality in terms understandable by users.
• Training experience in an ERP environment, PeopleSoft HCM preferred.
• Experience in developing organizational training plans and training management processes and procedures and developing and maintaining associated documentation.
• Experience in training delivery management for documenting instructor and end user training and certification and providing associated attendance and performance tracking and reporting.
• Experience preparing and delivering oral presentations.
• Knowledge of US Navy administrative and HR Policies.
• Must be a U.S. Citizen and have a current DoD Secret Clearance.
Qualifications that are nice to have:
• Masters Degree in Education or related field
• Experience in Agile software development processes and SCRUM environment
• 2+ years Oracle UPK, with experience in the current UPK version, managing and Leading UPK Teams, and establishing/administrating UPK Knowledge Center.
• 2+ years’ experience of managing UPK products including packaging SCORM content and integrating content with an appropriate Learning Management System (LMS)
• Experience planning, designing, developing, testing, and implementing:  Full Oracle UPK capability, to include the See-It, Try-It, Know-It, Do-It, Test- It,  Print-It and Test-it modes, Knowledge Center, Master Template development/use,  and training document generation (i.e. lesson plans, job aids, troubleshooting guides).
• Experience planning, designing, developing, testing, and implementing Electronic Performance Support Systems (EPSS) based with expertise in embedding UPK as PeopleSoft’s user help.
