POSITION SUMMARY:
The USF Bay Area Early Steps Family Resource Specialist (FRS) is primarily responsible for ensuring that the needs of the children and families of the Early Steps Program are understood and addressed.  Through the use of community resources, the FRS gathers information to share with families in a group setting or in a private setting.  The FRS provides assistance to families with making informed decisions regarding their individually unique circumstances.  The FRS networks with community organizations to organize support groups, and offers educational opportunities to further promote the Early Steps program. This is a Grant Funded Position.
RESPONSIBILITIES:
• The FRS will provide direct and indirect support and information to families enrolled in Early Steps.  Support could occur through various means, such as sharing information and resources in a private or group setting, within the Individualized Family Support Plan (IFSP) process, or in conjunction with other community activities.  The FRS will develop and implement a Family Advisory Council, representing all counties served; the Council will provide input on the local System of Family Involvement process, funds distribution, family-to-family support, and community resources identification.  The Council will meet at least quarterly.
• The FRS will coordinate outreach activities to families across various platforms.  This includes a newsletter at least 4 times per year; social media development and maintenance (i.e., Facebook, Twitter, website, etc.); coordination of local health and educational fair participation; and gathering and reporting to Information and Referral data bases (such as the Central Directory, United Way and 211).
• The FRS will facilitate and lead the development of the local System of Family Involvement Plan and Funds, which includes opportunities for families to apply for funds for family involvement or education.  The FRS will provide ongoing monitoring of activity status and provide routine updates to the supervisor and Training Coordinator, as well as the State Office as directed.
• The FRS will identify, develop, and/ or coordinate training for families, Service Coordinators, providers and/ or community partners on various topics of need.  Topics may also be identified at the state level for local implementation (such as the New Star training series).  Trainings may be in the form of a playgroup or support group.  Trainings will be coordinated with the local Training Coordinator.
• The FRS will participate in the state-identified family survey process (at least annually), and assist with the statewide Early Steps public participation process.  The FRS will participate in local quality improvement activities, such as the Annual Self Assessment, Continuous Improvement Process, and provider monitoring.  The FRS will represent and provide a family-centered voice for all local activities.
• The FRS will participate on the monthly State FRS conference calls and designated workgroups.  The FRS will participate in statewide FRS trainings and meetings.  The FRS may participate in the statewide Service Coordinator meeting (annual).
• Other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
• This position requires a high school diploma or equivalent, with four years of experience in office or administrative positions.
• Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.
