CACI is the Prime Contractor for the MyNavy HR Transformation Portfolio Coordination and Production (TPC&P) contract supporting MyNavy HR transformation.  This large-scale integration and development transformation program will offer significant growth opportunity for candidates. This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP, SaaS solutions, mobile solutions, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of over 50 legacy systems to ERP and SaaS solutions will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our Navy Sailors and their families.

Navy is modernizing the way it operates to provide improved service delivery to current and future Sailors and their families.  The Navy is successfully recruiting, training, and managing its Sailors in today’s demanding operational environment. However, the MyNavy HR enterprise’s organization, processes, and infrastructure are complex, outdated, and inefficient. Over the next several years, the MyNavy HR enterprise will transform how Human Resources (HR) services are offered through a holistic, end-to-end effort that will directly impact the entire Navy “Hire-to-Retire” (H2R) lifecycle. Toward this end, MyNavy HR will employ services to integrate disparate platforms used for MyNavy HR mission functions, existing or evolving systems, infrastructure, mission capabilities, data analytics, and programs to build an interoperable and scalable network of capabilities in support of the Sailors’ MyNavy HR needs.  The Navy's MyNavy HR enterprise must evolve to meet the needs of the Fleet and our Sailors. General Description
• The Functional Analyst will be a part of the MyNavy HR enterprise team.  Functional Analyst will be a part of the Learning Stack Scrum teams.  Supports the “Bring your own SME” initiative, serving as a proxy for the Government Product Owner. Delivers ongoing functional analysis and decision analytics.
• Work will be executed in an Agile development environment, with business analysts teaming with application developers, testers and training resources to develop and deliver and support quarterly releases of new business process and application functionality across a 5-year program lifecycle.
• Provides detailed functional support to the MyNavy HR Learning Stack team focused on the  military personnel and pay requirements, business rules, data, and business processes as well as understanding of NPC/BUPERS personnel functionality and processes and processes. Work with senior managers and proposal development team to identify and solve functional area issues, design solutions, develop conceptual models, translate functional area requirements into technical requirements, and support design and implementation of enterprise application solutions. Provides analysis, understanding, and interpretation of the MyNavy HR systems requirements models. Support the technical team in analysis of the information system baseline and perform a gap analysis between the baseline, user operational requirements, and the operating capability of products. Supports technical design reviews, enterprise approach validations, and work product assessments. Supports capture and proposal efforts to formulate winning proposal solutions that include an end-to-end technical approach (analysis, design, integration, implementation, and deployment).
Responsibilities:
• Perform as a senior functional analyst and subject matter expert role on the MyNavy HR program supporting the Learning Stack Portfolio.
• Analyze and provide functional insight to MyNavy HR requirements and specifications from functional users, subject matter experts, and Requests for Proposals (RFPs)
• Support application design, configuration, deployment, and security setup activities as needed with functional expertise
• Support application test planning and test execution efforts for the MyNavy HR program
• Identify business rules and processes to advance service delivery and reduce personnel and pay errors.
• Identify DoD / Navy policies, procedures, and regulatory changes that can impact system design and functionality.
• Hold a key role in fit/gap analysis activities and actively support application design and implementation of identified interfaces and extensions
• Review and comment on proposed functional/capability configuration for each of the product modules
• Evaluation and feedback on system and functional design documents, test plans and scenarios, and other associated artifacts
• Effective communication skills and demonstrated experience working in a team-oriented environment
REQUIRED QUALIFICATIONS:
• 6 Years of IT experience, with  experience in supporting an LS Environmnet
• Must be a team player and be able to adjust to a dynamic working environment that supports a government agency
• Must have strong written, verbal, and listening skills
• Experience with gathering reporting requirements and conducting -œmap and gap- analysis/assessment
• Must have strong analytical skills and can demonstrate strong problem solving skills.
• Ability to communicate in a clear and concise manner and success working in Integrated Product Teams (IPTs)
• Ability to attain active Secret clearance
DESIRED QUALIFICATIONS:
• Bachelor's degree in Computer Science or Information Systems or other technically relevant degree
• Experience in functional support to large scale commercial off the shelf (COTS) software development projects
• Experience in functional testing, change management, and governance for large government organizations.
• Experience with Military Payroll Audit procedures
• Functional understanding of Defense Joint Military System (DJMS) processes and key systems interfaces.
Desired Skills:
• Understanding of MyNavy HR business processes and application systems.
• Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness.
• Experience supporting various resources in scrum teams in an Agile environment
• Domain expertise in Human Capital Management Systems
• Experience working with Microsoft (i.e. Word, Excel, PowerPoint, SharePoint, and Visio)
• Experience working in an Agile development environment (Sprints, Daily Scrums, and Multiple Work Streams)
• Knowledge of IT practices and lifecycles (i.e. Agile, Spiral, and Waterfall Models)
• Knowledge of Capability Maturity Model Integration (CMMI)
• Experience supporting development team in an Agile environment
• Domain expertise in Human Capital Management Systems
• Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness.
