Apogee is actively seeking a IT Systems Acquisition Analyst to be located at MacDill AFB in Tampa FL . This position will support the Command, Control, Communications, and Computers (C4) Program Executive Office (PEO). The PEO-C4 Mission: Manage the development, acquisition, fielding, new equipment training, and sustainment of C4 and Military Information Support Operations (MISO) systems.

What you will be doing:
• Participate in requirements development process; develop goals and objectives to accomplish mission of Program Support government counterparts to ensure execution of programs in accordance to plans, and to modify program policies and procedures based on changes to regulations.
• Develop elements of program acquisition strategies.
• Support/conduct portions of market research.
• Prepare reports and briefings on program status, policies and procedures, in support of acquisition program milestones.
• Monitor programs to ensure compliance with policies and procedures.
• Manage program cost, schedule, performance, and risks in accordance to policies and procedures; formulate proposed mitigations as necessary.
• Interpret regulations and directives to determine impact on programs.
• Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues.
• Oversee the allocation of resources based on program requirements.
• Maintain broad understanding of assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP.
• Develop program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges.
What you'll need:
• TS/SCI security clearance
• 10+ years DoD acquisition experience with a minimum of 3 years DoD experience in Information Technology.
• DAWIA Level II Equivalency in the Program Mangement field. Completed DAWIA Level II non-resident course prerequisites in Program Management.
• Strong working Knowledge of Microsoft (MS) Office Suite software and project management/scheduling software such as MS Project.
• Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System”
• Working knowledge of the Defense Acquisition Framework process.
• Knowledge of business practices and market conditions applicable to program and technical acquisition requirements.
• Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position. Ability to properly apply funding rules associated with the obligation of multiple types of appropriations.
• Ability to apply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards.
• Knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types.
• Experience and knowledge of PEO/Directorate Lead's internal and external stakeholder organizations is highly desirable.
• Experience with task management systems, proficient in building executive level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.
