Summary
The Housing Navigator position is a pilot project which will support families in moving to higher opportunity neighborhoods which are established through the Small Area Fair Market Rents. The Housing Navigator will work closely with HCV recipients by locating housing units located in higher opportunity areas. The Housing Navigator will build a pool of viable housing stock while building longstanding relationships with owners/managers.
Essential Job Functions
Locate units in higher opportunity areas located in the Hillsborough county area, establish partnerships and link Housing Choice Voucher recipients to those units.
Landlord Engagement:
1. Peruse available listings and compile or maintain a list of affordable housing providers and property management companies.
2. Utilize existing connections to build a network of landlords and property owners; develop relationships with established landlord/owner groups.
3. Work closely and coordinate housing search with Housing Specialists and Landlord Liaison.
4. Create and maintain a list of new and existing landlord and property management connections.
5. Identify new landlords through both trade events and non-traditional means. Distribute informational materials about the HCV program at events and use as an opportunity to increase landlord engagement and participation in the Housing Choice Voucher program.
6. Build relationships, trust, and clarity with landlords to increase voucher program participation.
Expected Duties:
1. Work with HCV family participants and Housing Specialists to match families’ needs and preferences with potential housing units.
2. Contact landlords to discuss their interest in accepting a specific tenant and to facilitate matches between landlords/property management companies and prospective tenants as well as negotiate rent to owner.
3. May accompany families in locating suitable rental units, and assist in completing rental application, deposit and leasing logistics.
4. Facilitate expedited move-in processes including conducting Housing Quality Standard Inspections on new rental units and completing Housing Authority paperwork with landlord and tenant.
5. Communicate feedback related to services provided and intervention components
6. Using established data tracking systems, document all outreach and engagement activities with both landlords/property management companies
7. Perform other duties as assigned such as program planning, attending trainings and actively participating in staff meetings and agency events.
Minimum Qualifications
• Preferred: Bachelor's Degree in Human Services, or related field. Relevant experience may be used to substitute for educational requirement.
• Two years’ experience working in real estate, subsidized housing programs, or social service programs
• Preferred: Experience in assisting families in locating and securing housing.
• Ability to use Microsoft WORD, OUTLOOK and EXCEL with proficiency.
• Valid Florida State Driver’s License
• Automobile with current Florida state insurance and ability to transport clients
Salary: $36,055.06
