JOB SUMMARY: This is an advanced level position whose responsibilities include supervising, directing and managing Family Care and Adoption Care Management service units as assigned providing protective services, foster care, and adoption services to the community.  The FCM Assistant Director assists the Family Care Management Director in providing administrative oversight for care management, risk management, fiscal management and clinical direction for the program.

RESPONSIBILITIES:
• Provides general oversight for all Family Care and Adoption Care Management services (i.e., planning, coordinating, linking, monitoring and advocating) to assigned children and families from intake to discharge.
• Oversees, tracks and analyzes critical summary data reports involved with Family Care and Adoption Care Management (e.g., children seen, time logging, judicial reviews, IMS photos, birth certificates, etc.) to assure appropriate and timely service provision.
• Participates in staffing sessions (i.e., ESI staffing, resolution staffing, reunification staffing, permanency staffing, adoptions staffing, level of care staffing) as scheduled.
• Conducts regular supervision with Family Care and Adoption Care Management Supervisors (unit supervisors).
• Participates in staff development training sessions and other programs designed to enhance employment skills and performance.
• Participates in utilization reviews, quality assurance reviews and operations meetings as scheduled with lead agency Kids Central, Inc.
• Establishes and maintains effective working relationships with community providers operating in conjunction with Family Care Management.  These may include, but not necessarily be limited to, guardians-ad-litem, protective investigators, the judiciary, attorneys, mental health and substance abuse service providers, FCM partner agencies and law enforcement.
• Participates in the recruitment, interviewing, selection, orientation and ongoing staff development of Family Care Management staff.
• Conducts ongoing assessments of Family Care and Adoption Care Manager Supervisors and completes a written annual performance appraisal with each supervisor.
• Reviews and authorizes family home studies and requests for TANF (Title IV-E) financial assistance.
• Participates in constructive resolution of consumer grievances relative to Family Care and Adoption Care Management service provision.
• Represents Family Care and Adoption Care Management and LifeStream Behavioral Center in public relations and/or educational functions in the general community as directed by supervisor.
• Oversees all aspects of the program to ensure services are in compliance with best practice standards in care management and with established DCF, KCI and LifeStream policies and procedures.
• Addresses discrepancies and non-compliance to DCF, KCI and/or LifeStream Behavioral Center policies and procedures, goals and objectives through proper administrative channels.
• Executes additional relevant job responsibilities at the direction of direct supervisor.

PERSONAL QUALITIES: Self-motivated, good leadership skills, ability to communicate through written and interpersonal formats, dependable, and excellent organizational skills. Must be able to work autonomously and have ability to motivate others to complete tasks.
SPECIAL FACTORS: Family Care and Adoption Care Management is a challenging work environment involving at-risk children and families.  The emotional and physical demands on staff are considerable.  The Family Care Management Assistant Director must possess the physical stamina and the commitment to the welfare of families to work excessively long hours as dictated by conditions at the service center.
JUDGMENT/DECISION MAKING : Utilizes established corporate policies and procedures in making decisions. Uses sound judgment in meeting the responsibilities and performing the duties of the position.
EDUCATION & EXPERIENCE :
• Education: Minimum of a Master’s Degree from an accredited college or university in social work, counseling, psychology or other behavioral healthcare discipline or Bachelors Degree with 5 years supervisory experience working in Child Welfare setting.  Professional Development Center (PDC) certification is preferred for the position.
• Experience: Minimum of three (3) years of professional experience working with children and families, one year of which consisted of providing supervision to direct service workers in a behavioral healthcare or child welfare capacity.
TRAINING & DEVELOPMENT : Completes all requirements according to Individual Training Plan within the first six months of hire and annually.  Other training and/or professional development may be assigned due to evolution of programs.
