Join our Office of General Counsel
and make a lasting impact. Support the District’s Office of General Counsel in this challenging and exciting role! As a Staff Attorney for the Southwest Florida Water Management District, you will develop and evaluate strategies for solving legal problems, generate alternative solutions and strategies, and implement a plan of action for a variety of legal issues relating to the District's regulatory programs. You may also represent the District in administrative, civil, or appellate litigation, as well as interpret and provide advice on a broad range of legal issues, such as public records requests, Sunshine Law issues, public noticing requirements, real estate transactions, legal instrument review, responding to complaints from the public, addressing the Governing Board on issues that require board action, and participating in internal and external coordination meetings where either action or policy decisions are made. Compensation: $62,316.80 - $68,000.00 Pay grade 116. Minimum to approximately 13.7% annual rates displayed. Starting pay will be based upon education and experience. Essential Functions
• Develop and evaluate strategies for solving legal problems, generate alternative solutions and strategies, and implement a plan of action for a variety of legal issues relating to the District's regulatory programs.
• Represent the District in administrative, civil, or appellate litigation.
• Interpret and provide advice on a broad range of legal issues such as:
• public records requests
• Sunshine Law issues
• public noticing requirements
• real estate transactions
• legal instrument review
• responding to complaints from the public
• addressing the Governing Board on issues that require board action
• participating in internal and external coordination meetings where either action or policy decisions are made.
• Provide legal analysis and recommendations for District programs, policies, and procedures.
• Provide legal support for regulatory enforcement of environmental resource permitting, well construction and water use permitting.
• Process petitions for variance and the corresponding orders.
• Document review of Homeowner's Association governing documents to ensure appropriate storm water provisions are included and cited correctly.
• Work with staff to provide answers and guidance on legal issues that arise.
Essential Skills
The successful candidate must be self-motivated and able to develop and evaluate strategies for solving legal problems, generate alternative solutions and strategies, and develop a plan of action for a variety of legal issues relating to the District’s operation. The candidate must possess a high level of proficiency in her or his ability to identify legal issues, formulate relevant legal theories, and synthesize legal argumentation. It is expected that a staff attorney can plan and organize work, investigate facts, search legal precedents, draft the necessary legal documents, and develop conclusions and recommendations regarding case assignments with supervision. A senior attorney is expected to perform these requirements with minimal supervision and may also include direction to junior staff on methods, strategies, and other legal assignments.

The position works out of the Tampa office, with occasional travel to other service offices. Work activity is primarily sedentary, and includes the performance of continuous repetitive tasks (including typing) with one or both hands. The position may require carrying and lifting objects up to 10 pounds, as well as bending and reaching above shoulder level. May be required to operate an automobile for 2 hours or more at a time. Some travel may be required which may take place during evenings or weekends.
Employee may be subject to call-in outside of regularly scheduled work hours, or required to be on call, including on nights, weekends or holidays, to respond to emergency management activities or other incidents requiring rapid response in support of District operations.
Required Credentials for Attorney Opportunities
• Juris Doctor degree from an accredited law school
• Two (2) years experience as a practicing attorney
• Florida Bar License
• Valid driver’s license
• Willingness and ability to travel as needed

This position is typically scheduled to work 40 hours per week, Monday to Friday, out of the Tampa, FL office, however work will temporarily be remote. This position is eligible for compensatory time for hours worked over 40 hours, in a week.
