POSITION DESCRIPTION: Directs and supervises a staff of engineers, administrative managers, and support personnel in management of the District Seven Construction Office policies and procedures.  Such staff and policies include the District Construction Services Manager for management of all construction services including plans production requirements; the District Seven Construction Training Administrator, District Seven Equal Opportunity Compliance Manager, and the District Final Estimates Manager.  Performs the duties of the District Seven Construction Engineer in his/her absence.
Reviews the evaluations and recommendations made by the Operations and Resident Engineers for settlement of contract time extensions, supplemental agreements, specification changes, Engineering Analysis Reports (EARs), claims and recommends approval to the District Seven Construction Engineer. Ensures departmental procedures are followed with respect to the engineering auditing process for final estimates, offering final payment to contractors and the processing of contract changes.  Approves the allocation of federal funds for contract changes on "Exempt" projects.
Develops policies and procedures for the operation of the District Seven Construction Office programs and functions.  Implements such policies and procedures by liaison with the District Operations Engineers, and Resident Engineer, District Office staff, Central Office Area Engineers, and the Federal Highway Administration.  Reviews new and revised procedures that are being proposed and provides/consolidates district comments on such.
Assures proper oversight and administration of Local Agency Program (LAP) projects during their construction phase.  This duty includes assuring adequate inspection/oversight of LAP work and approving invoices for LAP reimbursement payments.
Serves as liaison with local governmental agencies and the public on construction projects within the District.  This includes representing the Department at public hearings, community meetings, attending pre-construction conferences and partnering meetings.  Drives a vehicle to meetings or construction project sites.
Prepares and administers the District Seven Construction Office Budget.  This includes the preparation of a working budget for the Residents and District Office which will encompass all needs for personnel (salary, benefits, rate, etc.) and tangible items.
Serves as a member of the Technical Bid Review Committee for District let contracts.  Responds to bid questions on all District Seven construction projects during advertisement.
Serves as the Supplemental Agreement Tracking Systems (SATS) Manager.  Duties include reviewing all supplemental agreements with Construction and Production employees to develop a report detailing Supplemental Agreement reasons and actions.  Coordinates resolution of issues involving recovery of costs associated with errors and omissions.
Oversees preparation of reports for the District Seven Construction Engineer, District Seven Director of Transportation Operations, and the District Seven Secretary detailing the District's status of compliance on all programs and functions.  Such reports detail the goals and objectives adopted by the Department and identify each area's status of compliance with action items and corrective measures given on a timeline for monitoring.  Updates the Contract Condition Report database monthly to show the District's determination for action on delinquent projects.
Supervises and manages the District Construction activities in support of the District Construction Warranty program.  Establishes and maintains a system that monitors active warranties and assures proper administration of warranty provisions on final accepted projects.
