ANTICIPATED VACANCY
The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Economic Self-Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program, the Office of Public Benefits Integrity (OPBI) Office of Quality Management , the Quality Control Analyst is charged with timely and accurate completion of federally mandated reviews of Supplemental Nutrition Assistance Program (SNAP) eligibility decisions made by Florida Department of Children and Families’ Economic Self Sufficiency (ESS) staff in the Food Assistance Program.  The incumbent is responsible for providing data to be used as technical assistance in aiding the agency to reduce the amount of misspent funds for SNAP.

POSITION DESCRIPTION
The position is career service and is located in Tampa or Orlando, Florida.
The Quality Control Analyst must demonstrate organizational skills and the ability to work independently.  To carry out the responsibilities of this position, the incumbent must maintain a detailed working knowledge of SNAP (Food Assistance) policies administered by the ESS Program and federal policies and regulations governing Quality Control.  Quality Control reviews involve monitoring and examination of agency case records, agency computerized eligibility systems, various related database systems, as well as client field visits and collateral contacts.  Results are forwarded to the responsible federal agencies for use in national averages, analysis, sanctioning processes, and determination of state error rates.  After completion of appropriate forms and reports, results are provided to ESS headquarters and regional staff for utilization in corrective action, training and policy development, as well as providing trend analysis for long term planning.  The incumbent must be computer proficient and knowledgeable of Microsoft Office, web-based services, and ESS systems such as the FLORIDA system.

REQUIREMENTS:
The incumbent must be a current DCF Economic Self-Sufficiency employee AND have at least 2 years’ experience determining eligibility for the ESS Food Assistance program AND has a valid driver’s license.
PREFERENCES:
Additional preferences include: the willingness to complete extensive travel, including overnight travel; experience using DCF Economic Self-Sufficiency eligibility systems; experience monitoring or reviewing cases.
DUTIES AND RESPONSIBILITIES:
• Reviews all agency material on file related to the assistance unit under review, including the computerized eligibility determination system and related cross-matched data systems available, coding and completing the appropriate forms to reflect what is discovered.
• Verify all elements of eligibility and initiates inquiries concerning questions of citizenship and alien status, residency, living arrangements, household composition, income, assets, etc. related to the quality control review process.
• Schedule and conduct field investigations, including face-to-face interviews with recipients and collateral contacts to establish and verify various elements of eligibility to determine the accuracy of the benefit amount issued by the State.
• Complete required forms and writes a clear and concise narrative report on the finding of the review, detailing the nature and cause of any discrepancies discovered.
• Review eligibility decision of applications when clients are denied benefits or cases are closed.
