POSITION: HR MANAGER
The HR Manager maintains and enhances the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. The HR Manager is responsible for developing strategic HR initiatives and objectives and utilizing COMANCO resources effectively to implement and deliver agreed upon business objectives.
You must perform at a senior level and operate primarily in a strategic role'overseeing the execution of HR operations, analyzing performance metrics, and contributing to the alignment of HR strategies to organizational goals.  The HR Manager implements practices and objectives that provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. You are also responsible for protecting the organization's value by keeping information confidential.
DUTIES AND RESPONSIBILITIES: The principal duties and responsibilities of the HR Manager Ensure assigned projects run in a safe manner: educate crew members to perform safely on the project; ensure proper safety equipment is used on the job, and necessary safety measures are implemented to complete the project with no injuries or accidents.
• Report issues regarding the implementation of policies and procedures, safety of the workforce, recruiting and hiring high-performing employees, and labor, legislative and other human resources issues.
• Supervise, lead, and develop the human resources team, ensuring they have the appropriate skills and tools to perform their duties and achieve set objectives.
• Maintain human resource staff by recruiting, selecting, orienting, and training employees. Maintain human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
• Maintain organization staff through the recruiting, testing, and interviewing program; counseling managers on candidate selection; recommending changes.
• Coordinate and conduct recruitment efforts for all positions including building relationships with outside agencies and represent COMANCO at job fairs, college career fairs, open houses, tradeshows, seminars, functions, and events to source qualified talent.
• Maintain the work structure by updating job descriptions and job requirements for all positions.
• Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
• Develop and administer the Professional Development Program. Track, document, and measure employees' progress. Schedule training as needed in a manner that does not interrupt business operations.
• Analyze, implement, administer, communicate, and monitor all employee benefit programs for cost effectiveness. Responsible for the communication of benefits options to all COMANCO employees.
• Manage the Annual Benefits Open Enrollment each year.
• Update the Employee Handbook as requested by Management.
• Manage personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting. Provide statistical analysis of data to management.
• Assist the HR staff in resolving complex or escalated employment or benefits related issues.
• Monitor the corporate Affirmative Action Program and compliance with the EEOC and other applicable government agencies.
• Guide management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
• Assist in the development of corporate policies, procedures, and structure with respect to position responsibilities and requirements, talent management, and employee mentoring to help the company find, develop, and maintain a productive workforce.
• Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
• Oversee the department Recognition Programs.
• Prepare and ensure adherence to annual Human Resources budget. Develop human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances.
• Respond to inquiries regarding policies, procedures, and programs.
• Responsible for handling and following up on disciplinary actions, grievances, performance management.
• Advise management regarding appropriate resolution of personnel issues within guidelines of employment law.
• Learn all HR positions and manage all aspects of the Human Resources department. Manage and update the Human Resources Standard Operating Procedures (SOP) as processes and procedures are updated.
• Enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
• Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
• Attend scheduled meetings, as scheduled by management.
• Perform other duties as assigned.
REQUIRED EDUCATION, SKILLS, AND EXPERIENCE:

• Bachelor's degree (BA) or equivalent in Human Resources Administration, Business Administration, or related field, or 10 plus years related experience and training; or equivalent combination of education and experience.
• Hiring, Human Resources Management, Benefits Administration, Performance Management, Communication Processes, Supports Diversity, Classifying Employees, Employment Law, Laws Against Sexual Harassment
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
• Proven ability to enter & maintain Human Resource and Payroll records in a computerized environment utilizing administrative software.
• Certificates, Licenses, Registrations:  PHR, SPHR Certification (Preferred)
• Other Skills and Abilities: Bi-lingual (English/Spanish Preferred)
• Other qualifications:  Travel as required
