Senior Strategic Analyst
Senior Strategic Analyst Overview: St. Michael’s Inc., has an opportunity for an experienced Senior Strategic Analyst in the Tampa, FL area in support of a large defense organization. The selected candidate for this position shall support resolving budgetary policy inquiries, issues and requirements for policy formulation and program planning for our client.
Location: Tampa Bay, FL
Active Clearance required : TS SCI
Duties: Ideal candidates shall perform;
• Support the development, prioritization, and refinement of the ISM Program Objective Memorandum (POM) submissions.
• Assist with the development and management of acquisition-related funding lines, as appropriate, for full visibility of resourcing against specific Identity Signature Management functions (ISM) (i.e., Training Development, Fielding, and Operational Support, ISM Assessment and Mitigation, Enterprise ISM support, and Enterprise ISM systems).
• Provide acquisition-related resourcing support to the development and maintenance of the ISM budget. The contractor shall provide recommended COAs to the Government resource manager.
Required:
• Minimum of 6 years of experience in PPBE phases of the DoD Budget, preferably within the USSOCOM Enterprise. Experience should include knowledge of the Congressional Budget process and experience working with OSD, OMB, and policy directives and regulations.
• Minimum five years of experience in the development of budget justification statements.
• Minimum five years of budget execution experience.
• Knowledge, Skills, and Abilities:
• Knowledge and experience of the DoD Financial Management Regulation 7000 series and USSOCOM 37 series regulations (SOFM).
• Experience with USAF and DoD accounting IT systems and PPBES MIS.
• Minimum of 6 years demonstrating the ability to work independently, make difficult decisions in stressful situations, multi-task, coordinate and prioritize efforts among organizational levels as well as constructively resolve issues and concerns, provide support to multiple geographic locations, coordinate and support meetings and briefings.
• Minimum of 5 years of experience utilizing Microsoft Office Suite to include: Excel, Access, PowerPoint, Word, and information system processing.

Education: Bachelor’s degree in Accounting, Finance, or related field or an Associate’s degree plus six additional years of experience.
• Certifications: Certified Defense Financial Manager (CDFM) desired.
