Minimum Qualifications Summary
Certification & Education
• Bachelor’s degree required
Experience
• Minimum of three years’ experience as an Electronic Warfare/Electronic Protection Analyst
• Performed as an Electronic Warfare/Electronic Protection Analyst within the last 12 months.
• Certified at least at the IAT Level II under the DoD 8570.01-Manual.
• Experience in electromagnetic spectrum analysis and RF interference
Organization Supported
The Joint Communications Support Element (JCSE) provides overall Information Technology (IT) services in support of Agencies, Services Components, Combatant Commands, and directed contingency missions worldwide. This support includes all tasks necessary to ensure an effective IT and Information Management structure that fosters timely deployment and optimal operation of all JCSE Information Systems and IT resources. The ongoing National Security effort on the Overseas Contingency Operation (OCO) requires access to global Command, Control, Communications, Computers, Coalition, Intelligence, Surveillance and Reconnaissance (C5ISR) communication configuration information to allow the user to facilitate communication between various commands throughout the Department of Defense (DoD).
Responsibilities
• Advise best practices to support tactical communications in a contested environment
• Conduct training analysis/assessment to identify gaps, training needs, and solutions
• Assist in the development, coordination and maintenance of EW training policies, processes, and programs to meet operational requirements
• Provide electromagnetic warfare support to JCSE’s planning and operations activities.
• Integrate and synchronize planning, prioritizing user requirements and managing actions related to the development, testing, training, and fielding of all assigned Electronic Warfare systems.
• Provide subject matter expertise on current capabilities, emerging technology challenges and on-going development activities in the Electronic Warfare and Electronic Spectrum Operations/Management battlespaces.
• Provide JCSE’s input to, and receive feedback from, appropriate electromagnetic warfare activities across the full range of Government electromagnetic organizations.
• Support determination of the operational impact of increasing electromagnetic warfare security levels and activities.
• Support determination of the readiness and sustainability of JCSE’s electromagnetic spectrum operating capabilities.
• Support integration of JCSE’s electromagnetic activities into the time-phased scheme of maneuver based on commander’s guidance for JCSE missions.
• Translate and interpret higher headquarters (USSTRATCOM, USTRANSCOM, USCYBERCOM) and geographic combatant commander guidance into a coherent, executable and sustainable electromagnetic warfare plan.
• Support continuous collection, correlation and prioritization of electromagnetic intelligence inputs from multiple sources to meet mission requirements and commander’s intent.
• Assess JCSE’s planning and operational electromagnetic warfare efforts to determine progress toward meeting Element electromagnetic spectrum goals and objectives.
• Support assessments of effectiveness of JCSE’s electromagnetic warfare operations.
• Support development of JCSE tactics, techniques and procedures (TTPs) for electromagnetic warfare planning and operational activities.
• Support development of electromagnetic warfare situational awareness (SA) reporting requirements and processes.
• Perform electromagnetic intelligence preparation of the operating environment to include assessing potential adversary capability and behavior.
• Advise on modernization efforts to secure C4ISR systems against electromagnetic attacks as it pertains to people, processes, and technology.
• Plan and organize exercises employing electromagnetic warfare to assess JCSE’s ability to accomplish mission in a contested environment.
• Observes, records, and catalogs tactics, techniques, and procedures (TTP) and lessons learned for EW and EMSO activities.
Minimum Job Requirements/Technical Requirements
• Knowledge of National, DoD and Intelligence Community (IC) concepts, policies and strategies driving current and future US electromagnetic operations.
• Knowledge of electromagnetic warfare and electromagnetic warfare operations, concepts, and definitions.
• Understanding of major electromagnetic threats to include potential adversary capabilities
• Skilled in the use of spectrum analyzers
• Able to read, write, and speak English fluently.
• Shall be skilled in the use of the entire suite of Microsoft Office applications
Education & Certification
• Possess at least a bachelor’s degree awarded by an accredited college or university recognized by the U.S Department of Education.
Security Clearance
• Possess an active TS clearance, and be eligible to obtain SCI.
Work Location
MacDill AFB, FL with some travel required
