Minimum Qualifications Summary
Certification & Education
• Bachelor’s degree required
Experience
• Minimum of three years’ experience as a Defensive Cybersecurity Planner
• Performed as a Defensive Cybersecurity Planner within the last 12 months.
• Certified at least at the IAT Level II under the DoD 8570.01-Manual.
• Experience in cybersecurity operations as it pertains to security monitoring, incident response, or threat hunting.
• Experience in planning cyber operations
Organization Supported
The Joint Communications Support Element (JCSE) provides overall Information Technology (IT) services in support of Agencies, Services Components, Combatant Commands, and directed contingency missions worldwide. This support includes all tasks necessary to ensure an effective IT and Information Management structure that fosters timely deployment and optimal operation of all JCSE Information Systems and IT resources. The ongoing National Security effort on the Overseas Contingency Operation (OCO) requires access to global Command, Control, Communications, Computers, Coalition, Intelligence, Surveillance and Reconnaissance (C5ISR) communication configuration information to allow the user to facilitate communication between various commands throughout the Department of Defense (DoD).
Responsibilities
• Draft, edit, and advise Operational Plans (OPLANS), Operational Orders (OPORDs), Planning Orders (PLORD), and Fragmentary Orders (FRAGOs).
• Participate in Joint Planning Groups and Operational Teams (JPG/OPT), develop and integrate Department of Defense Information Network and defensive cyberspace capabilities into plans, support action officers with planning, and remain cognizant of missions and priorities.
• Review drafts and provide advice and assistance to the Operational Planning Teams and Joint Planning Groups.
• Review plans to identify expressed or implied missions and responsibilities.
• Develop concepts of support, courses of action, integrate command and external capabilities, coordinate, and document comprehensive plans.
• Assist in planning, research, and analysis of DoD cyberspace policy, analysis of cyberspace events and operations, provide specialized expertise in such areas as Cyberspace Protection Teams employment, Open Source Intelligence (OSINT) Analysis, Targeting Process, and Exercise Planning.
• Provide subject matter expertise on current capabilities, emerging technology challenges and on-going development activities in the Offensive Cyber, Defensive Cyber, and Department of Defense Information Network Operations.
Minimum Job Requirements/Technical Requirements
• Possess experience in incident response, threat hunting, or cyber forensic analysis are highly desirable.
• Ability to advise on modernization efforts to secure C4ISR systems against cybersecurity attacks.
• Ability to plan and organize exercises employing cybersecurity to assess JCSE’s ability to accomplish mission in a contested environment.
• Knowledge of cybersecurity best practices
• Knowledge of the MITRE ATT&CK Framework
• Knowledge of the NIST Framework
• Understanding of major cyberspace threats to include potential adversary capabilities
• Skilled in the use of SIEMs
• Knowledge of cybersecurity principles in accordance with IAT Level II under the DoD 8570.01-Manual
• Able to read, write, and speak English fluently.
• Knowledge of Windows 10 OS fundamentals
• Shall be skilled in the use of the entire suite of Microsoft Office applications
Education & Certification
• Possess at least a bachelor’s degree awarded by an accredited college or university recognized by the U.S Department of Education.
Security Clearance
• Possess an active TS clearance, and be eligible to obtain SCI.
