The Green River District Health Department is accepting applications for a full time Child Evaluation Specialist - First Steps/Point of Entry located at our District Office in Owensboro KY. Responsibilities include but are not limited to: synthesize information gathered on children and determine eligibility for First Steps. Conduct Initial Evaluation (PLE) using Cabinet-approved instructment on children referred to First Steps suspected of having a significant developmental delay. Complete 5 Area Assessments (5AA) using a Cabinet approved criterion referenced instructment to First Steps who have an Established Risk diagnosis, as well as other annual/exit 5 Area Assessments (5AA), as indicated. Conduct screenings of children referred to First Steps for suspicion of developmental delay. Assist the State Lead Agency (SLA), Manager and other First Steps staff in assuring quality services. Appropriate and timely documentation in TOTS (First Steps data entry) and records. Review Record Review requests to determine necessity for review. Ensure all procedure processes for Record Review are followed. Determine the disciplines needed for eligibility determination and in collaboration with Service Coordinators for children with indicated delays. Coordinate any further assessment when/if needed and other duties as assigned.
Minimum Education, Training or Experience: Bachelor’s degree in a qualifying professional discipline in accordance with 902 KAR 30:150. Must have at least four (4) years multidisciplinary team experience outside the First Steps program evaluating/assessing and working with children with and without developmental disabilities or delays between the ages of birth and five years, with emphasis in the birth to three year age group.
Substitution for Experience: Master’s degree or higher in a qualifying discipline is preferred for this position and will substitute for two (2) years of experience as required. Any other substitutions, where a valid case can be made for equivalent competency, must be requested from and approved by Central Office on a case-by-case basis.
Special Requirements: Must hold a current license and/or certification for their profession from their discipline-specific state licensing or certification body in Kentucky.
Must be currently approved, or qualify to be approved, as a KY First Steps developmental evaluator in accordance with 911 KAR 2:150.
Specialized Knowledge and Skills: Must have supervised training and experience in administering norm-referenced and criterion referenced instruments. Must have at least one (1) year experience in administering, scoring and interpreting the Bayley Scales of Infant Development in a standardized, reliable and valid manner OR be eligible to be certified on the Bayley after training. Must be able to demonstrate knowledge of early childhood development by completing a competency assessment on early childhood development at a proficiency level as established by the Cabinet.
Compensation: Salary negotiable with experience. Benefits are optional.
