Responsibilities
• Validates a variety of accounting data that is entered into schedules and accounts. Validates data entered into an entire system tor a small program or a major segment of the system for a large program.
• Reconciles accounts and prepares balance sheets. Makes adjustments as required. Reconciles a variety of accounts consisting of relatively stable administrative accounts with some specialized accounts.
• Supplies financial statements to operating program officials for informational and planning purposes. Independently prepares financial reports, correspondence and fact sheets for use by officials in support of their decision-making processes.
• Plans and conducts studies to determine the requirement for updated financial information. Using established techniques, plans and conducts specialized portions of studies to determine the need for financial information.
• Interprets reports and other financial data for program review and analysis. Independently reviews funding and spending data to develop cost information reflecting program trends. Analyzes financial status reports for overall program status.
• Interprets various appropriations, allotment restrictions, accounts, and financial reports for operating officials and management, and advises them of the proper appropriations or funds chargeable and proper documentation and method to be used for obligation of funds.
• Analyzes and verifies financial statements and reports prepared in the Accounting Section prior to their release to Central Office or local management to ensure their accuracy and validity and to see that such reports are prepared and released no later than applicable due dates.
• Verifies the availability of funds under separate appropriations and funds for disbursement documents forwarded to the Treasury Disbursing Office. Requests additional funding as needed to ensure sufficient funds are available for use.
• Makes direct contacts with operating officials of the VISN, VACO, Austin Finance Center, for the purpose of supplying accounting data, information relating to problem areas, and furnishing advice on accepted accounting principles, policies and practices.
• In the absence of the Chief of the Accounting Section, meets with and assists management officials in interpreting and applying recorded financial data for management decisions.
• Provides solutions for their non-routine problems by application of well-established accounting principles and procedures.
• Responsible for the establishment and maintenance of local accounting systems for centralized programs assigned to this station. This includes administrative cost accounting and cash collections Prepares and/or reviews required reports and statements for validity and accuracy. Responsible for meeting the 85% cumulative "green" performance requirement on the core measures of the monthly Financial Indicators which are included in the Director's Performance measures.
• Performs other related duties as assigned.
Promotion Potential: Selection may be made at the GS-09 or GS-11 grade level. The selectee for a lower grade may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2020.
Individual Occupational Requirement (IOR): The 0510 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
• Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
• Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
• A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
• Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
After meeting the required IOR, you must also meet the following Time-In-Grade Requirement.
Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to meeting both the IOR and Time-In-grade, you may qualify based on your experience and/or education as described below:
For the GS-09: • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes:
• Performing analysis of ledger accounts, trial balances, and financial reports;
• Identifying and correcting discrepancies in budgets and accounting data;
• Preparing certification letters, analysis of response and follow-up related to accounting;
• Performing on site audits;
• Evaluating policies and recommending new or additional policy and operating procedures;
• Developing and presenting written and oral reports pertaining to accounting. OR,
• Education: To qualify based on education for this grade level you must have completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (Transcripts Required). OR,
• Combination: Applicants may also combine education and experience to qualify at this level through a combination of specialized experience and education beyond 1 year of graduate-level education.
For the GS-11: • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes:
• Professional knowledge of accounting theories, practices, methods, and techniques, and knowledge of organizational practices, policies, and programs to independently perform a variety of assignments.
• Knowledge of governmental accounting operations and requirements including those established by GAO, Department of Treasury, 0MB, and the agency to independently perform a variety of assignments.
• Ability to analyze accounting systems or to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems.
• Knowledge of automated systems design practices and limitations to describe systems specifications and requirements to computer programmers and software specialists.
• Ability to deal tactfully with other employees .to implement revised policies and procedures, to discuss changes relating to the automated accounting system, and/or to coordinate necessary training in connection with revised operations or system changes.
• Ability to write letters, memoranda, and operating procedures, directives, and/or guides to convey information relating to the accounting process. OR,
• Education: To qualify based on education for this grade level you must have completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR,
• Combination: Applicants may also combine education and experience to qualify at this level through a combination of specialized experience and education beyond 2 years graduate education leading to a master's or equivalent graduate degree.
