Overview:
This entry level position reports to the Leader, Integrity Management and PHMSA Compliance and maintains the Operations and Engineering Geographic Information System (GIS) database, generates various maps including alignment, DOT and One-Call maps, and manages aerial photography updates. The individual in this position would be responsible for and/or assist in the maintenance of GIS databases. They will create maps using ArcMap and a custom map generating software. They will also load aerial photography annually for one third of the pipeline system, coordinate transformations performed on survey files, drawing files, shapefiles and aerial photography. They will maintain GIS utilizing ArcGIS, Model Builder, MicroStation, and database applications to reflect physical pipeline location, attributes, and pipe segment information. All these functions are preformed to provide project documentation and project support for Engineering, Operations, Integrity and other departments. This position would work with other members of Integrity Management and PHMSA Compliance and various SSCGP departments to ensure compliance with all regulations and procedures in accordance with SSCGP’s Integrity Management Plan and Operations and Maintenance Manual.
Responsibilities:
Primary responsibilities include (but not limited to):
GIS
• Loading and performing quality control analysis on aerial photography, drawing files, shapefiles, and survey files
• Researching and reviewing pipeline inspection reports, project closings, and historical documents to determine impact on GIS System
• Perform data entry into asset databases.
• Maintaining GIS system utilizing ArcGIS and internally developed database applications to reflect physical pipeline location, attributes, and pipe segment information
• Communicating with Business Development, Engineering, Environmental, Land, Operations, and Integrity to determine document requirements, to obtain technical advice, to report status, and to establish priorities
• Estimating time required to complete work assignments
• Generating pipeline alignment, DOT, One-Call, presentation maps, location drawings, and exhibit maps drawings to conform to applicable codes, standards, specifications, and the requirements of internal business partners
• Provide technical expertise to employees as it relates to GIS, O&M forms and Technical Closing requirements through presentations, hands-on activities and the creation of instructional documents.
• Use various GIS analysis tools to maintain, create, analyze, report, convert, or transfer data
• Produce data layers, tables, or reports using spatial analysis procedures and GIS technology, equipment, or systems
• Perform HCA and Class calculations using third party extensions in ArcGIS
• Other duties as directed by the Leader, Integrity Management and PHMSA Compliance
Qualifications:
Minimum
• Bachelor’s Degree
• 0-3 years of experience
• Demonstrated sound written and verbal communications
• Experience using analytical and problem resolution skills
• Ability to apply technical concepts and instructions, and improve upon processes and skill sets as experience is gained
• Ability to seamlessly adapt to change
• Experience managing multiple tasks and deadlines simultaneously, so deliverables are timely and high-quality in nature
• Ability to perform at a consistent and high-level using processes and tools that frequently change.
• Excellent organizational skills
• Experience and high aptitude for computer software and database applications with emphasis in Microsoft Office suite of products (Word, Excel, and Power Point)
• Working knowledge of ArcGIS Desktop
• Experience in a team environment
• Valid driver’s license
Preferred
• Knowledge of database or geodatabase creation and design
• Familiarity with raster and vector geospatial data
• Familiarity with handling spatial data and coordinate systems within an ESRI software environment
• Knowledge in the use of ArcToolbox and ArcCatalog to perform various analyses
• Familiarity with survey data
• Knowledge or experience with ArcGIS Pro, ArcGIS Portal and ArcGIS web maps
• Working knowledge of CFR Title 49 Part 190/191/192, ASME B31.8S
• Experience with Python and Microsoft Access
