Job Title: Communications Technical Support (CTS) Project Manager (PM)

Purpose:
Naval Special Warfare Development Group (NSWDG) Combat Development Directorate (CDD) is responsible for the management, coordination, and internal execution of all matters in support of requirements generation, technology exploitation, combat development and planning, programming and budgeting of investment resources in support of NSWDG mission requirements. These responsibilities are supported by personnel providing communication technical support via project management.
Responsibilities (include but not limited to): • Assists in the evaluation and analysis of various advanced technologies, weighing technical and cost benefits.
• Provides technical input for potential solutions of military operational requirements in the C4I functional area.
• Assists in the procurement of the necessary equipment and items to carry out all assigned duties and responsibilities.
• Assists in the development of combat Evaluations, Test plans, Market Surveys, Projects and Studies (as outlined in USSOCOM Directive 70-1).
• Reviews and analyzes technical reports and logistics support requirements documents in support of specific C4I requirements.
• Attend conferences, meetings, and program/project reviews.
• Assists in developing, reviewing, commenting on, and providing technical inputs to documentation as follows: management plans and reports, logistic support analysis, cost/schedule control analysis, as well as draft Memoranda and other correspondence as required.
• Assists in preparing, managing and submitting budget proposals and estimates for NSWDG C4I systems.
• Assists in reviewing Government furnished draft or completed documents or material, and provide recommendations as to their conformance with/to applicable regulations, guidelines, standards, directives, etc. as may be found in requirement documents, Statements of Works, Technical Proposals, Test Plans, and Logistic Support Plans.
• Document and inventory freight and cargo material shipments of all types.
• Prepare equipment, cargo and personnel for travel to airports, seaports and railways.
• The CTS PM shall be provide direct assistance to the Lead Government Acquisition Strategy Program Manager in the evaluation of various advanced technologies, assessment of technical risk versus cost benefit analysis, technical input for potential material solutions of military operational requirements in the C4I functional area, and related project management responsibilities.
Knowledge and Experience: • Possess a valid state driver’s license.
• Be able to operate a Personal Computer (PC) with common/standard business software programs.
• Possess expert level computer skills with application such as Microsoft Office applications to include Word, Outlook, Excel, PowerPoint and Project.
• Enter data into multiple databases accurately
• Be able to communicate clearly and effectively with others, both verbally and in writing.
• Possess strong briefing skills and ability to speak in front of large audiences.
• Must be capable of coordinating various products and relationship management between/with customers, stakeholders, and coordinating divisions.
• Experience in program management life cycle, as well as operational test and evaluation (OT&E).
• Possess organizational awareness and interpersonal skills to work effectively, both individually and as member of team, with military personnel, DOD civilians, and other contracted personnel.
• Possess a TOP SECRET/SENSITIVE COMPARTENTED INFORMATION (TS/SCI) Security Clearance at the time of proposal submittal.
• Be Able to work in an environment that is fast-paced, completing multiple tasks, and meeting stringent timelines.
• Shall have skills and experience necessary to execute general PM duties/tasks (includes but not limited to):
• Determine appropriate products or services with client/customer to define project scope, requirements, and deliverables;
• Develop, modify, or provide input into project plans;
• Implement project plans to meet objectives;
• Coordinate and integrate project activities;
• Manage, lead, and/or administer project resources;
• Monitor project activities and resources to mitigate risk;
• Implement and/or maintain quality assurance processes;
• Make improvements, solves problems, or takes corrective action when problems arise;
• Give presentations or briefings on all aspects of the project;
• Participate in phase, milestone, and final project reviews;
• Identify project documentation requirements or procedures; and
• Develop and implement project release plans.
• Shall have a minimum of five (5) years' experience in:
• Technical program evaluation;
• Cost estimating, requirements definition and generation, and logistics management; and
• A strong background in military electronics and communications systems, advanced computer networking, computer technology, and satellite communications systems (Both military and commercial systems).
• Bachelor’s degree in a related discipline field; or Relevant Technical experience totaling minimum 8 years.
• Previous experience in the Special Operation Forces (SOF) community is highly desirable, as military, Government civilian, or Contractor.
• Previous experience in NSW community is highly desirable, as military, Government civilian, or Contractor.
• Shall have the required education, background, skills, abilities and accomplishments in project management that guarantees high quality of service, conduct, and products.
