Citi’s Global Consumer Banking Data Governance Office (GCB DGO), a function within Citi’s Business Operational Risk and Control (CBORC) organization, drives consistency in addressing data-related issues within the Global Consumer Bank.  The GCB DGO is a team of professionals with responsibility to improve the effectiveness and efficiency of our data environment through a common infrastructure, quality control monitoring, and implementation of the Manager’s Control Assessment, end-user computing governance, data quality risk metrics and issues management.  It is a critical strategic organization that supports Citi’s Chief Data Office and Data Quality Program, ensuring the data management risk profile within the Global Consumer businesses are well understood and well managed. As a First Line of Defense function, GCB DGO builds trusted relationships with Business and Data Governance Leaders, Process and Technology Owners as well as Second and Third Line partners.
Essential Responsibilities: Organizational Scope and Accountability
• As a lead with the GCB DGO, the Data Governance Senior EUC Governance Program Lead will be responsible for providing program visibility, action planning and issue management of EUC related regulatory and management control initiatives across GCB for MCA/ARCM CDMP requirements.  This is a global role that will work with senior leaders and their teams across GCB LOBs, Regions and the second and third lines of defense (i.e. Internal Audit, Compliance, Legal, Finance, Operational Risk, Credit Risk).
• Balances and executes near-medium-long-term action plans and partners with large/complex country, region, or business requiring coordination and execution across units.  Action plans are typically to address regulatory requirements and commitments under Matters Requiring Attention (MRAs), Corrective Action Plans and Business re-engineering initiatives.
• Provide project management leadership by coordinating multiple global program efforts including the identification of GCB EUCs related to critical business processes, establishing communication and reporting routines and identifying critical skillsets gaps across lines of business and management, and identification of large solution patterns which can be applied to eliminate high volumes of EUCs. This includes project plan development, risk mitigation, change management planning, stakeholder communications and oversight of identification and remediation activities.
• Prepare and present recurring updates for executive management and regulators; tracks progress and issues being managed by other areas such as business, technology and Chief Data Office to identify emerging risks.
• Ensure accuracy and consistency of executive level scorecard metrics and progress updates that are presented and reviewed at Citi-wide oversight and governance committees.
• Develop routines to assess emerging business risks from a variety of sources including Internal Audit, Compliance, business and functional stakeholders and to integrate issues identified in other lines of business to identify and prioritize potential risks
• Lead strategic control and governance initiatives including the design and build of strategy, scope approach and framework.
• Coordinate efforts across cross-functional stakeholders to confirm EUC scope, identify potential roadblocks, and develop and implement remediation activities within aggressive timelines.
• Consult on creation and documentation of corrective action plans and Internal Audit reviews, driving the appropriate course of action based on knowledge of the consumer financial business and related operating risks.
• Create and manage communications with a variety of stakeholders, including senior leadership; these communications include standardized issue documentation, dashboards, templates, reporting, and forums to provide senior management and business owner issue awareness (number, severity, status) and action.
• Evaluate potential issues to assess materiality (severity and scope) considering customer, reputational, regulatory, financial, and other risk factors to determine tracking, resolution, and reporting protocols.
• Engage key functional partners like Business Control, Compliance, Business Operational Risk Management, Enterprise Risk Management and Legal to ensure franchise and other key risks are evaluated and mitigated.
• Influence diverse stakeholders at various levels of seniority without direct reporting relationships to ensure appropriate response and sense of urgency and act as an escalation point for the business and regions to communicate concerns, risks and issues that could lead to non-compliance with the EUC MCA/ARCM adoption/implementation processes.
• Review MRAs, MRIAs, and Policy changes and assess business impact and implications and determine required changes to EUC program management and stakeholder impacts.
• Create Data Quality checks and routines to ensure EUCs are correctly classified, controlled and solutioned.
• Define a global playbook for EUC Program management and work with other sectors within Citi to share and learn best practices and develop procedures which, will deliver a strong governance control to oversee the program delivery and its implementation into the business’s daily activities that will in turn help GCB businesses to deliver end to end EUC management and control.
Job Skills / Qualifications
Bachelor's degree in Business, Computer Science, Engineering, Information Technology or related work experience. MBA and/or Regulatory experience preferred.
• Comprehensive understanding of data management and governance principles, industry as well as practical experience in business and technology implementation cycles. In-depth knowledge of the industry and data management/governance products/services is also necessary in order to advance the maturity of the program.  Requires thorough understanding of strategic direction of the function within the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise.  The job is likely to be involved in influencing and communicating across functions and matrixed organizations to arrive at common objectives and solutions.
• At least 5+ years of business experience in audit, control, compliance or regulatory management in consumer banking, financial services.
• Strong communication (written and oral), reporting, presentation and influencing skills. Proven ability to autonomously create clear written communications (Samples of prior work will be requested).
• Process Engineering/Re-engineering skills are key to this role and its success
• Extensive large-scale project or program management experience with the proven ability to develop action plans and drive a diverse group of stakeholders to achieve milestones and deadlines.
• Strong planning and coordination skills for creating brand new global cross-functional processes and activities.
• Strong investigative and analytical skills for EUC solution identification, implementation and tracking of effective remediation, and design of sustainable processes.
• Strong command of project management methodologies (agile, waterfall) for planning, execution and reporting of progress, goals and issues.
• Assertive and self-confident to challenge status quo and propose diverse ideas within existing processes and business practices.
• Pragmatic problem-solver, forward thinker with knowledge of broader consumer financial business models and operating risks.
• Understanding of timely and high quality regulatory deliverables.
• Highly adaptable and agile in a dynamic environment requiring flexibility
• Strong relationship management skills with ability to deepen relationships and build partnerships across the Global Consumer Bank and key support areas like Audit, Compliance, Chief Data Office, other Sectors, Control, CAO, Independent Risk, and Legal.
• Proven track record of strategic thinking and tactical planning for developing multiple approaches to solve issues and make recommendation to senior leadership.
• Working knowledge of Citi’s Data Management Policy, Data Governance Programs and Global Consumer Bank business operations a plus.
• Meticulous attention to detail, with proven ability to question status quo and identify opportunities within existing processes and business practices.
• Deep understanding of creating gap analysis and creativity filling the gap
• Six Sigma, PMP or other relevant data management and quality training is a plus.
• Occasional travel may be required.
