The Associate Director, QSD Supplemental Data Operations is responsible for participating in and overseeing a team dedicated to the evaluation and management of supplemental data sources (SDS) including efficacy evaluation, coordination of auditor approvals and documentation, as well as development of requirements documentation for all supplemental data sources. The leader manages relationships requiring close collaborate across the CDSM team, Quality Solutions Delivery, Product Engineering & Data Solutions team and other appropriate areas of the business, to ensure the most efficient management of data for the greatest Enterprise gain. Additionally, the leader manages relationships with at least 24 Internal Programs to ensure successful submission of data to favorably impact clinical measure rates. All work supports Commercial, Medicare & Medicaid quality improvement programs.
Additionally, this role will support process improvement through the identification of data source opportunities for improvement and development of associated action plans. The Associate Director, Supplemental Data Operations will maintain and execute a communication plan, participate in executive level meetings, and ensure all stakeholders are kept apprised of activities.
The position is able to telecommute however work hours are either Central or Eastern Time zones.
Primary Responsibilities:
Relationship Management
•   Maintain engagement with all internal stakeholders involved in submitting processing and submitting supplemental data for processing
•   Participate in Executive level meetings and prepare presentations
•   Develop and maintain relationships with all auditing firms involved in UHC HEDIS® audits to establish integrity and partnership
Source Management
•   Evaluate and manage supplemental data sources, this includes collaborating with other resources sharing responsibilities for specific SDS relationships
•   Participate in activities/technologies which impact supplemental data including HIEs, Local Care Delivery and initiatives to increase receipt of EMR data
•   Work with internal and external partners to better define supplemental data source requirements for development and implementation
•   Coordinate with key internal departments (CDSM, ODM, QDAR, QSD) and other teams to implement new SDS development
•   Stay current with new technology / data sources being developed within UnitedHealth Group
•   Identify better data sources and lead team collaboration to develop action plans to implement those sources into existing production
Data Management
•   Coordinate activities with Quality Solutions Delivery, CDSM and ODM PEDS
•   Identify the best means of managing data exchange
•   Collaborate with data analysts and data management teams to ensure data timing and completeness
Audit Management
•   Work directly with HEDIS® auditors, build and maintain excellent relationships with all auditor contacts
•   Act as the Audit Liaison for SDS
•   Develop and maintain a work plan associated with maintaining and obtaining supplemental data, managing auditor requirements and associated documentation and oversight of business partner inputs and outputs
•   Keep all Stakeholders informed, especially Quality Solutions Delivery, CDSM and Stars Committee
•   Maintain and communicate metrics pertaining to SDS
•   Maintain documentation required to support use of supplemental data for HEDIS® for auditors and internal requirements
•   Complete work on time, especially as it pertains to HEDIS® auditor deadlines
Other Responsibilities
•   Support national projects /pilots
o   Guides project leaders and teams through the application of Six Sigma tools and techniques (DMAIC, PDCA, Root Cause Analysis, Risk Assessment/FMEA, Error proofing)
o   Utilization of LEAN thinking to constantly identify, share and facilitate adoption of best practices to eliminate waste and improve performance
o   Experience organizing cross-functional large-scale initiatives with a high degree of complexity
•   Serve as a leader/ mentor and sought out as expert
•   Maintain and execute a communication plan pertaining to SDS
•   Assesses and interprets customer needs and requirements
•   Translate requirements into technical specifications
•   Develop & produce ad-hoc reports
•   Solves complex problems and/or conducts complex analyses
•   Works independently; seeks guidance on only the most complex tasks
Qualifications:
•   Experience leading teams to successful project implementations
•   Experience defining and writing business requirements
•   3 years’ experience in Healthcare Industry with Quality/Process Improvement focus with understanding of medical terminology and clinical care
•   1 years of demonstrated success with project management
•   2 years of experience with HEDIS® documentation and auditing processes
•   2 years’ experience organizing cross-functional large-scale initiatives with a high degree of complexity
•   Comprehensive understanding of Six Sigma Tools and techniques (DMAIC, PDCA, Root Cause Analysis, Risk Assessment/FMEA, Error proofing)
•   5 years of Lean Six Sigma experience; ability to adopt best practices to eliminate waste and improve performance
•   Comprehensive understanding of HEDIS® and CAHPS requirements
•   Problem solving skills; the ability to systematically analyze problems, draw relevant conclusions and devise appropriate courses of action
•   Excellent verbal and written communication skills; ability to speak clearly and concisely, conveying complex or technical information in a manner that others can understand, as well as ability to understand and interpret complex information from others
•   Advanced MS Excel and MS Access skills
•   Advanced proficiency with MS Office (Including Word, Outlook, PowerPoint, Visio)
•   Understanding of data gathering/analysis
•   Proven ability to learn new technologies
•   A Bachelor's Degree
•   1 years of experience writing SQL queries, preferred
