Contingent Upon Award
• The GENAD/WPS Program Manager provides program and analysis as a subject matter expertise for Presidential Executive Order 13595 (U.S. National Action Plan on Women, Peace, and Security), United Nations Security Council Resolution (UNSCR) 1325, related resolutions; and inclusion of the gender perspective in US Central Command (USCENTCOM) operations. Serves as functional manager for the gender perspective and assesses and advises on the future development as well as structures. Supports, informs, and provides timely subject matter expert advice to the Command Group, Headquarters (HQ) staff, Components. Supports and coordinates the integration of the gender perspective as a crosscutting function throughout the staff organization, and proactively contributes to the development of staff procedures in the Combatant Command (CCMD) HQ.

Responsibilities:
• GENAD Tasks and WPS Integration Initiatives within the USCENTCOM Area of Responsibility (AOR):
• Support the creation, coordination, and implementation of policy and strategy for WPS initiatives, GENAD activities, and prevention of conflict related sexual and genderbased violence (CRSGBV) in USCENTCOMs AOR.
• Lead and support the development of the WPS framework to facilitate the Commands mission to advance the objectives of Presidential Executive Order 13595 and subsequent implementation plans.
• Participate in crossfunctional planning and working groups to highlight gender and human security considerations within Theater Campaign Plan (TCP) Line of Effort execution.
• USCENTCOM GENAD/WPS Initiatives into the USCENTCOM Planning Efforts:
• Support mission planning for ongoing, emergent, contingency, or crisis events.
• Collaborate with the Joint Staff, Interagency, Department of State (DoS), and other Combatant Commands to assist the Government in deconflicting planning and execution around GENAD/WPS planning efforts.
• Conduct operational assessments and reports to capture lessons learned and best practices to report the details and status of WPS initiatives.
• Review and analyze US Government (USG) interagency issues regarding WPS initiatives and provide GENAD/WPS briefings to senior leaders or policy officials on the relevance/impact to USCENTCOM objectives.
• GENAD/WPS Concept of Operations (CONOP), WPS National Action Plan and a DoD Implementation Guide for WPS:
• Provide education and training for HQ Staff, components, and Security Cooperation Office (SCOs), on gender and WPS awareness.
• Coordinate WPS outreach activities and conferences that integrate US, Middle Eastern, and intergovernmental and nongovernmental organization partners.
• Lead development of GENAD training modules for USCENTCOM and Component Commands to facilitate the integration of gender mainstreaming initiatives within partner nations activities.
• Establish, mentor, and train USCENTCOM gender advisors and provide guidance and coordination to ensure information sharing within the WPS network.
• This could include operations, exercises, security force assistance, and engagements. (For example: developing vignettes to incorporate gender mainstreaming and prevention of genderbased violence training into exercises that train host nation peacekeeping forces for deployments).
• This position will serve as the command representative at US and international meetings, events, and symposia on WPS to include those led by the Joint Staff, United Nations, North Atlantic Treaty Organization, partners and allies.
• Develop and coordinate a USCENTCOM GENAD/WPS working group in direct support of the Division Leadership and HQ USCENTCOM.
• Prepare working group minutes, issue papers, briefings, and agenda items.
• Track action items generated as a result of the working group actions.
Education:
• Masters degree in a related field of study from an accredited college or university
Qualifications:
• Three (3)+ years of practical experience in resolutions and inclusion of the gender perspective (5+ years of practical experience and Bachelor's degree in a related field in lieu of Masters Degree)
• Senior level experience on a multidisciplinary team
