Description
Contingent Upon Award
• The CTIWFP Program Manager provides program and financial analysis subject matter expertise in the execution of funds designed to pay any costs associated with the education and training of foreign military officers, ministry of defense officials, or security officials at military or civilian educational institutions, regional centers, conferences, seminars, or other training programs conducted for the purposes of regional defense in connection with either combating terrorism or irregular warfare.

Responsibilities:
• CTIWFP Annual Reports:
• Function as the USCENTCOM representative for the CTIWFP and develop, coordinate, execute and/or assist USCENTCOM, Defense Security Cooperation Agency (DSCA), Special Operations/Low Intensity Conflict (SO/LIC), and Security Cooperation Office (SCOs) in the planning, budgeting, and execution of the program.
• Perform record management and file custodian responsibilities.
• Submit the Annual Certification Report to the Contracting Officer Representative (COR).
• CTIWFP Annual Submissions:
• Make recommendations and process student vetting nominations for Government approval within established timelines and according to established Department of State (DOS), Office of the Secretary of Defense (OSD), SO/LIC, and USCENTCOM procedures and/or assist SCOs in doing so.
• Align and prioritize nominations and budget requests/submissions with Theater Campaign Plan (TCP)/Theater Campaign Order (TCO)/Security Cooperation Country Plan (SCCPs) and other applicable policy and guidance.
• Provide for the planning, coordination, preparation, and execution of the annual Security Cooperation Education and Training Working Group (SCETWG).
• Security Cooperation Workforce Database (SCWD):
• Maintain the SCWD to track and report all professional development training for the USCENTOM Staff, Service Component, and SCO as dictated by DSCA and the Defense Institute for Security Cooperation University (DSCU).
• Submit the SCWD Database Report to the COR.
• CTIWFP System Management:
• Provide Security Assistance Network, Security CooperationTraining Management System, and SCWD technical database and support to SCOs, Defense Attaché Office (DAOs), and USCENTCOM staff within 48 hours of request.
• Security Cooperation (SC) Training & CTIWFP Training Report:
• Assist the HQ Staff in registering for/attending the DSCU courses and function as the overall HQ focal point to coordinate information sharing, briefings, guest speaker roles, or site visits from/to DSCU facilities/courses.
• Coordinate and/or arrange any individual or group training requirements for the HQ staff with DSCU.
• Submit the Training Program Report to the COR.
Education:
• Masters degree in a related field of study from an accredited college or university
Qualifications:
• Five (5)+ years of practical experience in program and financial analysis (10+ years of practical experience and Bachelor's degree in a related field in lieu of Masters Degree)
• Senior level experience on a multidisciplinary team
Certifications:
• Completion of DSCU SC Planning, Oversight, and Execution Management Area of Concentration (AOC) at the Basic or Intermediate level
