Public Assistance Specialist

The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.
ADAP Public Assistance Specialist
The Public Assistance Specialist is responsible for conducting the AIDS Drug Assistance Program (ADAP) operations to include, but not limited to the following:  client medical and economic eligibility determinations for enrollment in ADAP, Insurance Premium Plus, and Ryan White (RW) programs and periodic re-certifications; coordinating with providers and pharmacies; monitoring client prescription usage and physician prescribing patterns; and providing information on ADAP and RW services to clients.  Will review ADAP client files every re-enrollment (six months) to ensure files contain the required documentation for determining client eligibility.  Maintain program files, records, and reports within the State requirements for ADAP.
Responsibilities include:
• Performing ADAP and RW program monitoring and monthly tracking of expenditures and client utilization trends
• Collaborating with the ADAP State Program Office
• Maintaining an up-to-date working knowledge of Health Care Reform and the Affordable Care Act in accordance with Health Resources and Services Administration (HRSA) guidelines
• Maintaining an up-to-date working knowledge of Medicaid, Medicare, and private insurance benefit programs
• Determining assigned benefits and options for client guidance
• Coordinating client referrals and follow-up services as necessary with community-based organizations and community resources
• Utilizing ADAP and ADAP-related software, for example, Health Management System (HMS), ADAP Provide, CareWare, Florida Medicaid Management Information System (FMMIS), Move-It, PRISM, WAGES, LOGI Reports, etc.
• Demonstrating excellent customer service and relationship-building skills
• Demonstrating strong written and verbal communication skills
Minimum qualifications:
• 2 years of experience with client medical and financial eligibility determinations
• 3 years of experience in data entry
• 1 year of experience working with private and public health insurance (for example, Medicaid, Medicare, private, or other third-party insurance)
• Valid Florida Driver’s License
Other Desirable Qualifications:
• 2 years of experience with the Ryan White HIV/AIDS Program
• 1 year of experience with the Affordable Care Act
• Bi-lingual in English and Spanish preferred
Knowledge, skills and abilities, including utilization of equipment, required for the position:
• Knowledge of HIV/AIDS
• Knowledge of private and public health insurances
• Skilled in making eligibility determinations
• Skilled in data entry

Current State Employees - Salary for current employees is based on employee’s current payband/ paygrade.  Salary for promotions will be based on budget availability and Senior Management Team approval.
